We have moved the listserv request form to ServiceNow. Persons wanting to request a listserv can go here:

This puts the request form behind the ServiceNow login to prevent us from getting spam requests for lists, and will identify listserv requestors. I am in process of getting the listserv request form removed from the UTS website (which was publicly available).

The first link you should see is to an online form to Request a Listserv.
You can also get instructions about populating the list and other maintenance topics here.
The form will walk you through identifying a primary and secondary owner, identifying a name and title for the list, and then answering a lot of questions about settings you might not have considered! After that form is submitted, one of the folks at Teaching & Technology Services ("Blackboard Support") will set up the listserv and contact the owner.
Go to USC Listserv http://listserv.sc.edu/
Click on [Email Lists] button at top of the screen
Search for the list that you want to subscribe to
Click on the List Name
Click on Subscribe or Unsubscribe under Options (on right side of screen)
You are asked for your name and the email address you want the messages sent to.
Be aware that you need to use the full email address. For example, many faculty and staff members at USC have an alias email address such as username@sc.edu When subscribing to a list, though, you need to use the full email address username@mailbox.sc.edu
Make any other changes, such as choosing Digest subscription type if you'd like, and then
Click on [Subscribe] button
Send an email to listserv@listserv.sc.edu
Leave the subject line blank
Put the following in the body of the message of your email:
Subscribe place-listname-here yourfirstname yourlastname
Do not include a signature or other text in the body of the message
You should get an email at the address you provided. Click on the link in the email to confirm your subscription.

Click on Log in under Options
The username is an email address
The password is one that you may have set if you ever logged into the USC Listserv
Note 1: The first time you log into USC Listservs, you will need to set up a password. Click Get Password under the Log in Options
Note 2: Owners of listservs use this feature regularly, but most subscribers rarely have the need to log in and they don’t remember their password!
To unsubscribe or make changes to settings to a listserv
Click on the [Subscriber's Corner] button on the top of the screen
You will see a list of My Lists (the red tab)
Click on the List Name of the list you want to unsubscribe to or change settings
Click on Unsubscribe under Options (on right side of screen)
The easiest way to change the email address where you want listserv messages to go is to re-subscribe to the list using your current email address. Follow the instructions above to Subscribe to a USC Listserv.
The other way to do this (and how you unsubscribe to a listserv or change your listserv settings) is to log into the USC listserv site using your listserv account. You can also simply change the email address that you want to have messages from specific listservs sent from. Follow the instructions above to Log into Your USC Listserv Account.
As owner of a listserv, you will periodically get a message that one or more subscriber addresses had a delivery problem. The message will give details for each undeliverable address, but the most common reason is that the email address is no longer active. You will need to go into the listserv and remove those subscribers.
Log into USC Listserv http://listserv.sc.edu/
Go to the list that you manage.
Click on List Management -> Subscriber Management
In the 'Examine or Delete Subscription' box, type in the name or address of the subscriber you need to delete
Click the button to [Search] in the list
Click on the name/address of the user you want to delete
Choose if you want to Send Email Notification or Do Not Notify the User.
Click the [Delete] button (DO NOT delete a user from all lists)
Follow the steps above for deleting a user, except at step 8, choose [Examine].
You can confirm if someone is subscribed (or if he or she has un-subscribed successfully).
Go into the List Management -> Subscriber Management. Type the person’s name or email address under Examine or Delete Subscription. Click the Search button. If the person shows up, they are subscribed; if not, they successfully unsubscribed.
This is the same place you go if you want to see or change any details about an individual's subscription (click the Examine button to see their settings) or if you want to delete them (click the Delete button.)
