Proposal Summary

1) To create a wind-solar plant (WS Plant) to supply a small local community (200-500people) with renewable energy

a) using as much as possible of local experts

b) built with local labor and

c) with funding from local people (both private investors and fundraising if necessary)

2) Creating a local currency (only usable in the village and nearby)

a) as an instrument of immediate reward to local investors in the (WS Plant)

b) to stimulate the local economy in a permanent and incremental way

c) multiply the effect of our investment in local energy in all directions

Background

This idea arises from the proposal to create rather than protest, inspired by the nuclear disaster in Japan which are now (March 2011) raising awareness about the folly of letting governments or multinationals make the vital decisions for our future, or always searching for the cheapest & most centralized energy solutions.

Consciousness however also means con-science (with-science): we cannot protest against nuclear power and at the same time protest against the rising cost of electricity (inevitable and logical consequence of Peak Oil): if renewables were 'cheaper' then they would be everywhere. But they are not, now, if only in very conventional economic terms. In reality all non-renewable energy sources are costing us the earth and our health, as well as our economies ..

The good news is that we take the issue of our energy supply totally in our hands, and indeed this is the most rational, responsible and compassionate answer towards our future, the future of our children and also a more coherent response toward a large number of global problems which already we know ultimately, can be better solved at a local level.

In the end it is facts that change things: we must provide better solutions to the existing options: more credible, feasible, integral, useful and fair for all.

Although this may seem a radical response (it is!) or difficult to achieve, in fact there are numerous inspiring & important precedent of small local communities, under their own initiative & resources, ensuring their own safe supply of all sorts of vital needs like energy, water, food, etc.

Less than 80 years ago, whole families of my village used to fetch drinking water from springs at 2hrs walk away in dry summers, with the children often being employed together with the adults to do the morning run for this vital substance just before going to school.

Instead of waiting for government subsidies, or government policies to change, some pro-active residents of the village (including a very dynamic 19 year old Delia, now telling me the story, as a sprighty 80+ yr old) took matters into their own hands and created 'communities of water' (comunidades del agua) and set out to organize & pay for the plumbing to bring water to the village.

As the first share-holders they then recuperated some of their investment by enjoying a constant stream of water to their home and by selling surplus shares to others, to share the wealth.

So now we have a great private water system controlled by investors who are all local users: wonderful clear spring water in the hands of the people who need it, kept well away from the commodities market.

All communities in all parts of the world of course have always done very similar things, indeed this was to be expected in the less-institutionalised, less centralized past. But industrialization and especially globalization, together with their many benefits, have also increasingly brought with them external control of vital resources, always more concentrated in fewer hands - and with it the death of self-governance, self-esteem, creativity & initiative in local communities - all with very unfortunate consequences.

It is by thoughtfully & intelligently reversing this process that we can quite literally re-energise local economies, especially if we consciously make a strong investment-energy-money connection, which is the essence of this proposal.

Sustainable Financing

With so much work to do how is it possible that there are always fewer jobs? And with so much science and technology, how is it possible that the products continue to decline in quality?

The economic crisis is raising consciousness in many people about how banks currently operate, the lack of ethics and great dangers inherent in the creation of vast quantities of debt-money, how destructive currency speculations are & how it is these (combined with Peak Oil and environmental destruction) which are the root causes of the current crises. So these are all crises that aren't resolvable without changing the current monetary system, And are therefore non-resolvable crisis without changing the current monetary system, and its place in the destructive economy.

The Movement of Transition, Decrease Movement are citizen initiatives that are now forming a large global network, which meet the contraddicciones inherent in the current globalized system. They do encourage betting on local economies, within a framework of 'planetarization' (instead of globalization) where ideas are freely exchanged and knowledge, culture and international social goods, but producing the most of our physical needs (especially the most vital as food) locally, organically, without waste of transportation and creating more local employment.

Combining both, we see that solutions are achievable and community level.If we can create our own banks, instead of letting our savings in the hands of speculators (often they invest in multinational companies that destroy the environment and exploit the people - have no control over who invests your money once you put it in a conventional bank), we can invest our money locally, under our own control and discretion invested in profitable projects In addition to providing better interest on our investment, while increasing the quality of life in our neighborhood, for us and future generations.

A local electric eco-central is one of such proposals. If you also combine investments to build system with a CreAcción local currency, we can further increase the economic benefit to the town. There are many examples of communities that have improved their local economy by creating "complementary currencies." These tools are of various types, and 'fit' to create an eco-local economy this way:

If on the other hand there is someone who has not been invested in the plant (why has no savings at the time), will have to find some way to get 'EurosTricianos' to pay your electric bill (or remain Unelco client if you prefer:ideally seek ways to not force anyone - just create really competitive and local options). And there are two ways to get those EurosTricianos:

Desde Energía Primaria para el Pueblo

Resumen de la Propuesta

1) Se crea una central eólico-solar para abastecer el pueblo de Las Tricias con energías renovables

a) usando lo más posible de expertos locales,

b) construido con mano de obra local y

c) con financiación del pueblo (inversores privados y recaudación de fondos si hace falta)

2) Se crea una moneda local (solo utilizable en el pueblo y cercanías)

a) como instrumento de recompensa inmediata a los inversores locales de la central y

b) para estimular la economía local de forma permanente e incremental y

c) multiplicar el efecto de nuestra inversión en energía local, en todos los sentidos

Antecedentes

Esta idea surge como propuesta para CREAR en vez de protestar, inspirada por los desastres nucleares en Japón que están ahora (marzo 2011) levantando tanta consciencia sobre la locura de dejar a los gobiernos o a las multinacionales las decisiones vitales o buscar siempre las soluciones para 'energía barata' y centralizada.

Consciencia también pero signífica con-ciencia: no podemos protestar contra las centrales nucleares Y a la vez protestar contra la subida del coste de la electricidad (consecuencia INEVITABLE y lógica del pico del petróleo): si las renovables fueran más 'baratas' entonces estarían por todas partes. Pero no lo son, actualmente, pero solo en términos económicos MUY 'convencionales': realmente todas fuentes de energías no-renovables nos están costando la tierra y nuestra salud, además de nuestras economías..

Las buenas noticias son que SI, podemos tomar el tema de nuestro suministro de energía totalmente en nuestras manos, y de hecho esta es la respuesta más racional, responsable y compasiva hacia nuestro futuro, además del futuro de nuestros hijos y la respuesta más coherente con un gran número de problemas globales que, al final, sabemos ya se pueden mejor solucionar a nivel local.

Al final son los hechos que cambian las cosas: hay que aportar soluciones mejores de las existentes: más creíbles, factibles, íntegras, útiles y justas para todos.

Aún que esta podría parecer una respuesta radical (lo es!) o difícil a conseguir, de hecho tenemos aquí en Las Tricias un antecedente importante de como la población, bajo su propia iniciativa y recursos, aseguró el abastecimiento sano y seguro para otro recurso de vital importancia: el agua.

Hace tan solo 80 años, familias enteras de Las Tricias solían ir a buscar agua potable en las fuentes de Garafía porqué no había ni agua de galería ni agua del ayuntamiento. Se recojía el agua de lluvia en los estanques pero si no había suficiente o suficientemente limpia para beber, se iba a buscar a las fuentes. A menudo eran los niños que se despertaban muy temprano por la mañana para recurrir horas de senderos hacia la fuente más cercana, y de vuelta, cargados de valdes, durante el verano, para luego ir caminando a la escuela después de un breve descanso.

En vez de esperar ayudas del gobierno, o que cambien las políticas nacionales (o regionales), algunos vecinos pro-activos de Las Tricias apostaron por la auto-ayuda, la auto-organización y el trabajo colectivo comunitario, creando las 'comunidades del agua' y aportando a nuestro pueblo un suministro vital de agua de galería, financiado por participaciones abiertas de usuarios (o sea, controlado en gran parte por las personas locales). Y así también hicieron muchas otras comunidades de vecinos.

Otras comunidades en varios sitios del mundo, de forma muy parecida, solo con quererlo claramente y apostar por ello, han optado por REALMENTE y literalmente aumentar la energía local, creando su propias mini-centrales eléctricas comunitarias.

Esta es una propuesta multi-funcional, totalmente factible y realista, que además de energía local limpia puede aportar muchísimo más al pueblo: mejorar la economía local, aumentar la salud de todos (y no solo económica), y, si lo conseguimos, aportar muchísima auto-estima, vitalidad comunitaria y participación.

Financiación Sostenible

Con tanto trabajo por hacer ¿como es posible que haya siempre menos empleo? Y con tanta ciencia y tecnología, ¿como es posible que los productos siguen bajando de calidad? (ver el documental Obsolenscencia Programada: Comprar, Tirar, Comprar)

La crisis económica está llevando a la consciencia de mucha gente como funcionan los bancos actualmente, la carencia de éticas y gran peligros inherentes en la creación del dinero-deuda, de lo destructivo que es las especulación monetarias y de como son estas (combinadas con el pico del petróleo y la destrucción medioambiental) las causas básicas de la crisis. Y por lo tanto son crisis no-resolvibles sin cambiar el sistema monetario actual, y su encaje en la economía destructiva.

El Movimiento de Transición, como el Movimiento de Decrecimiento, son iniciativas ciudadanas que están ahora formando una gran red a nivel mundial, que resuelven las contraddicciones inherentes en el sistema globalizador actual. Lo hacen apostando por fomentar las economías locales, dentro de un marco de 'planetarización' (en vez de globalización) dónde se intercambian libremente ideas y conocimientos, cultura y bienes sociales a nivel internacional, pero produciendo lo más posible de nuestras necesidades físicas (especialmente las más vitales como la comida) localmente, de forma ecológica, sin despilfarros de transporte y creando más empleo local.

Combinando las dos cosas, vemos que hay soluciones alcanzables y a nivel comunitario. Si queremos, podemos crear nuestros propios bancos: en vez de dejar nuestros ahorros en manos a especuladores internacionales (que a menudo lo invierten en multinacionales que destrozan el medioambiente y explotan las personas - no tienes control sobre que se invierte tu dinero una vez lo pones en un banco convencional), podemos invertir nuestro dinero localmente, bajo nuestro propio control y criterio, invertiéndolo en proyectos rentables que además de aportarnos un mucho mejor interés sobre nuestra inversión, a la vez aumentan la calidad de vida de nuestro barrio, para nosotros y futuras generaciones.

Una central eco-eléctrica local es una de ese tipo de propuestas. Si además combinamos el sistema de inversiones para construirla, con la creacción de una moneda local, podemos aumentar aún más el beneficio económico para la localidad. Pero ¿como funcionaría esto? Primero hay que entender que son las monedas locales, porqué su diseño es bastante contra-intuitivo para personas que solo han conocido el dinero-deu

Hay muchos ejemplos de comunidades que han mejorado considerablemente su economía local creando "monedas complementarias". Estas herramientas son de varios tipos, y 'encajan' en crear una eco-economía local de esta forma:

Las piezas rojas y azules del puzzle representan los dos tipos principales de monedas complementarias, y ya tenemos una Red de Trueque (el Círculo de Intercambio) en LaPalma, que fue de hecho creado localmente, en los alrededores de Las Tricias, que podría funcionar mucho mejor cuando se apuntan más personas (que quieren ahorrar dinero) en ella.La 'inversión energética' que proponemos aquí sería de crear una 'Moneda Regional' (parte de la pieza azul del puzzle) que sería respaldada por euros invertidos en la central: por cada euro que alguien invierte en esa central, el pueblo les 'devuelve' un "EuroTriciano" (un 'vale' local que podemos llamar así o con cualquier otro nombre que nos guste), y con un 10% (o 20%) de 'interés'.

Si estipulamos que la energía de nuestra central se puede solamente comprar en 'EurosTricianos', y estos solo se pueden gastar en la localidad, esto efectivamente lanzerá una nueva moneda regional que a su vez fomentará un desarrollo de economía local muy favorable (esto es lo que ha pasado en muchos sitios dónde se han creado monedas regionales).

Por ej. si un inversor invierte 500euros en la central eléctrica, luego tiene 550 EurosTricianos ('vales' a cambio de su inversión, con 10% añadido: incentiva para ser un inversor inicial) que solo puede gastar localmente. Entonces ...

i) o puede considerarlos todos ahorros hacia su factura eléctrica,

o ..

ii) puede empezar a buscar OTRAS cosas que se puedan comprar con estos vales (productos locales)

iii) o las dos cosas, también

Si por otra parte hay alguien que NO ha podido invertir en la central (porqué no tiene ahorros en ese momento), tendrá que encontrar alguna forma de conseguir 'EurosTricianos' para poder pagar su factura eléctrica (o seguir siendo cliente de Unelco si prefiere: idealmente se buscarán formas de no obligar a nadie - solo crear opciones realmente competitivas y locales). Y habrá dos formas de conseguir esos EurosTricianos:

a) cambiando euros a EurosTricianos (que sería exactamente igual que pagar la factura a Unelco en euros, para el cliente, pero exactamente el opuesto para la economía del pueblo: estos EurosTricianos se quedan 'atrapados' en LasTricias (en vez de terminar en los borsillos de los inversores de Unelco), así aumentando la riqueza local porqué tarde o temprano TIENEN que invertirse localmente.

b) creando productos o servicios locales para otros que tienen EurosTricianos (por ej. los inversores en la central), por ej. productos básicos como todos tipos de comida (ej. tenemos a mucha tierra sin coltivar, y gente sin trabajo - esto haría rentable para algunos juntar las dos cosas visto que la nueva moneda hará que haya un 'mercado local cautivo' por satisfacer que favoresce lo local, o sea garantiza empleo local), ropa, zapatos (tenemos artesanos de todos tipos..), ayuda doméstica, enseñanza, masajes, jardinería, etc.

Estos 'EurosTricianos' entonces serían simplemente un instrumento de inversión local social, creada por el pueblo, para el pueblo, para favorecer la economía local, a partir de la creación de energía limpia y local.
