Advisor, Environmental Justice and Stakeholder Engagement

Biography

Sharlissa Moore joined Pacific Northwest National Laboratory (PNNL) in 2022 as an environmental justice and stakeholder engagement advisor. In this role, Moore leads and facilitates research and collaboration to support inclusiveness, equity, and resiliency in climate and energy projects and policies. Moore is an energy social science expert with 13 years of experience conducting research and policy analysis on environmental justice issues related to energy and climate. Her research includes frameworks for analyzing energy justice, examining the National Environmental Policy Act assessment process for solar projects, and analyzing tradeoffs on energy and climate change topics.

Prior to joining PNNL, Moore was an associate professor in international energy policy at Michigan State University with a joint appointment in civil and environmental engineering and in the university’s James Madison College. She conducted a multi-state study on stakeholder perceptions of solar land use and pollinator habitat. She also has international experience related to social concentrated solar power analysis in Morocco using a sustainable livelihoods framework that complements the World Bank’s environmental impacts assessment.
