Name:
1. The tournament shall be opened to all Clubs/Teams who are willing to abide by the following Laws and Regulations.
2. The tournament shall be called the 'Queens Windball Cricket Tournament'.
3. All correspondence should be addressed to: The Secretary, Queens Windball Cricket Tournament.
4. The collecting of documents pertaining to this competition is the sole responsibility of each team.
Entry Qualifications:
1. Teams must pay the full donation fee before they are allowed to participate in the tournament.
2. Additional Players must be registered by 8.00 pm on Saturday before being allowed to play in your next schedule game. ( Revised 7/16/20 )
3. All registration must be done on the prescribed forms.
4. Full names of each player must be given at registration e.g. John Doe
5. A player who is registered for more than one team will be allowed to play for the team of his choice.
6. A fully registered player cannot be replaced on the registration by another player.
7. A contact number must accompany registration of Teams/Clubs.
8. The penalty for any default in the preceding by laws will lead to a loss of the game.
Transfers:
Once properly registered, a player can only transfer within the division he is registered in during the current season. A player cannot be registered in both divisions. To effect a legal transfer, the following procedures must be adhered to:
1. The transfer must be done on the prescribed formed from the committee.
2. A transfer donation of one hundred dollars ($100.00) must be paid.
3. The transfer will only be entertained if this player has played not more than two (2) matches for his former Club/Team.
4. A transfer will only be permitted during the League Stage of the Tournament.
5. A player will only be allowed one (1) transfer.
6. No same day transfer will be allowed.
7. The Committee must approve all transfers.
Playing Conditions:
1. All matches will be of one (1) innings - batting and bowling per team, consisting of a maximum of fifteen (15) overs each. Each bowler will be allowed to bowl a maximum of three (3) overs during an innings of a match.
2. The Umpires decisions are final. Any player who is reported by the umpire for dissent on more than one (1) occasion shall be automatically suspended for one (1) game following such a report.
3. There will be byes, leg byes and overthrows but NO leg before wicket (LBW) decisions will be entertained.
4. No balls and wides will be counted as extras. These balls will be bowled over. No balls and wides will be counted in the bowlers' average.
5. Teams must be uniformed for all matches.
o Players must wear similar tops and similar pants. No sleeveless will be allowed.
o Players must wear shoes. No slippers / short pants will be allowed.
o For every player and/or substitute player not in full uniform: ( Uniform rule not in Effect for 2020 )
1. Five (5) runs will be added to the opposing teams' total.
o The use of any substance that is deemed illegal or harmful by the Court of Law will not be allowed on the field of play.
o Players must refrain from using obscene language.
6. Each team will be required to use sealed tins of green balls for each game, Penn, Wilson or Dunlop balls only.
7. Each team must provide a scorer and a wicket.
8. Team list with the names of the starting eleven (11) players must be handed to the opposing skipper at the taking of the toss. No changes can be made to the team list once the toss is taken.
o A team cannot start a match with less than seven (7) registered players.
o A team cannot start a match with substitute players.
o A player has until the completion of the first eight (8) overs of a match to take the field. After which, he will be declared a substitute.( only apply to the fielding team ) ( Revised 7/16/20 )
o A declared player, who arrives late while his team is fielding, would be required to wait a minimum of two (2) overs before he can be allowed to bowl.
o A declared player who arrives late while his team is batting would be allowed to bat at anytime during the course of the innings. (1) 8 overs rule does not apply to team batting first. (2) The umpires should be informed upon the arrival of the said players.
o Any player chosen on the final eleven cannot be substituted except in the case of serious injury. The umpires must be informed of the substitution. A substitute player cannot bowl or bat.
9. The width of a bat should not exceed four and a half inches.
10. There shall be no deliberate wetting of the ball.
11. A bowler can bowl or pelt the ball but must inform the umpire of any such changes.
12. There will be no restriction as to when the wicket keeper can bowl. He will be allowed to bowl at any time during the game, but must inform the umpire. A wicket keeper will not be allowed to wear any gloves.
13. A ball will be deemed illegitimate if the bowler bowls the ball with an under arm action or bowls a full-toss above waist high of the batsman or bowls a bouncer above shoulder high of the batsman.
14. Legitimate ball must be bowled or pelted from above the level of your shoulder.
15. When a batter is out caught, the new batter shall come in at the end the srtiker was at.(REVISED 5/14/22).
Results of Game:
1. The team scoring more runs in the allocated overs will be declared winner of the game.
2. If scores are tied at the end of each innings (league round only), the game will be declared a tie.
3. The results of any game can be declared after:
o Completion of each teams' innings.
o In the event of inclement weather conditions, the team bowling second has completed at least eight (8) overs.
o Scores will be compared at the end of the last completed over thereafter with the higher score being declared as the winner. If scores are even, the match will be declared a tie.
o At the playoff stage of the tournament, if scores are tied at the end of each innings, there will be an unlimited number of Super Overs if one team doesn't end up scoring more runs than the other after a tie-up.(REVISED 5/15/21)
o The committee reserves the right to any decision on defaulted or unfinished games.
4. Points will be awarded accordingly:(Revised 7/11/20)
o Two points - Win
o One points - Tied
o One point - Abandoned
o No points – Loss/Disqualification
5. Abandoned matches are those matches that have been fixture and due to inclement weather or any unforeseen circumstances, did not meet the required amount of overs.
6. Protesting of any Umpiring decisions will not be entertained.
7. Protests may be filed within twenty-four (24) hours after the completion of any game. This protest must be accompanied by the sum of three hundred ($300.00) dollars, which is non-refundable.
8. A team can appeal the decision of the Committee. A fee of five hundred ($500.00) dollars must accompany any appeal. No refund will be made.
9. The decision of the Appeal Committee is binding and cannot be challenged.
10. The Appeal Committee will consist of persons who are not members of the Management Committee.
11. Any team, which has been deemed to have defaulted more than two (2) matches shall be automatically disqualified from the tournament. This team shall not qualify for any prizes.
12. In the event that a game does not begin one hour (1) after the scheduled start due to rain or any unforeseen circumstances, the game will be reduce to a (5) overs match. and must be able to start no later than (2) hours after the schedule start time. If weather conditions prevent the (5) overs from being played, the match will be abandon.
General:
1. The boundaries shall be clearly marked and shown to teams' captains at the start of each game.
2. There shall be three (3) categories of boundaries:
o Two's
o Four's
o Sixes
3. Fixtures for games will carry the venue date and time for each match.
o There will be NO postponement of games.
o Teams must ensure proper arrangements are made for the collection of fixtures.
4. The committee will hold clubs/teams responsible for the behavior of players, officials and supporters.
5. Teams are reminded that this tournament is properly organized and as such, a high standard of discipline amongst teams, officials and supporters are expected.
6. The format of the tournament will depend on the number of registered teams.
7. Winners of groups will be determined by:
o Points acquired.
o If points are equal, the team with the most wins will be placed in the higher position.
o If there are teams with equal points and equal wins, the team with the higher net run rate
will be placed in the higher position.
o The drawing of lots.
8. The field must be five - four at all times, i.e. maximum of five fielders on any one side, not counting the bowler and the wicket keeper. The penalty for the infringement of this law: the ball bowled shall be called a 'no ball' by either of the umpires.
9. The power of the committee shall include:
o Fine or ban
o Sanction
o Caution
o Suspension
10. A player will only be allowed to play for one (1) team and in one (1) division during the tournament.
11. A player must play at least two (2) league games in order to qualify to play in any playoff matches.
12. All teams are responsible for the garbage left in their surroundings after the game.
13. All other aspects of the game not mentioned in these Bye Laws and Regulations will be governed by the ICC rules.
14. All matches should start on time. Teams in default will lose toss after 15 minutes of scheduled time and will lose game after 30 minutes of schedule time. Teams present should declare their starting eleven (11)
15. Be it resolved: In the case of damages or injury done to the persons in a case where it is deemed a criminal offense, the matter should be reported to the police as soon as possible. The committee will at no time accept responsibility for any damages or injuries to person(s) at any time during the tournament.
