Basic requirements for public safety radios
1. 99% portable to portable, and portable to dispatcher comms,
everywhere in primary service area
2. 100% line of sight portable to portable coverage nationwide - (in
other words - maybe a couple of nationwide channels have to be set
aside for simplex use - no infrastructure is needed)
3. 95% portable to 'some dispatcher' outdoor coverage nationwide - in
other words, on at least one channel, a portable radio will be able to
reach at least 1 dispatcher nearly everywhere in the USA
4. 100% mobile to dispatcher coverage nationwide on at least 1 channel
5. on easy to access channels
Bottom line - this could be accomplished with just one repeater pair
actually - you could have 1 channel pair designated nationwide as
"Nationwide Channel 1" - portable to portable comms could be done on
the output side of the repeater pair
The ultimate goal here is to provide nationwide service for any
portable public safety radio - no matter where in the USA the radio is
located. Maybe 453.2125 R could be the channel - or 851.0125 R - or
maybe a VHF pair.
Another way to state the goal is - no matter how far an ambulance
transports a patient, no matter how far a fire truck responds to a
call, no matter how far a cop chases a perp, the radio will never go
out of range of at least 1 dispatcher.
