Tyre, Phoenicia. 33° 16' N, 35° 12' E. (wikipedia) Tyre was founded around 2700 BC and was known for its merchants and traders. It was allowed to remain free when the surrounding area became a Roman province in 64 BC. Google satellite map:

Reverse: TVRI ORVM Prize crown from upper opening projects palm-branch; around inscription. The diameter is 26.5 mm and is 10.02 g, die axis 45 deg. Reference: BMC XXVI (Phoenicia) 413b. Lindgren III, 80, 1472. Babelon, Perses 329, 2247. This legend corresponds to the coinage after the suppression of the colony by Elagabalus. The legend after the suppression of the colony was TVRIORVM. The obverse legend from BMC as it was the only type listed.

Obverse: IMP CAES M AV ANTONINVS AVG Laureate bust right.

Reverse: SEPTIM TVRO COLO Astarte (wikipedia) wearing turreted crown, placing right on trophy, crowned by Nike; on left palm tree; on right murex-shell. The diameter is 29 mm and is 16.82 g, die axis 180 deg. Reference: BMC XXVI (Phoenicia) 389. Obverse and reverse legends from BMC. The determining clue on the reverse was the VRO. This only lines up with the reverse legend chosen. This legend corresponds to the coinage before the suppression of the colony by Elagabalus. The legend after the suppression of the colony was TVRIORVM.
