History 

The Lower Neuse Soil and Water Conservation District was organized in December 1944; this multi-county district included Carteret, Craven, Jones, Onslow and Pamlico counties. In August 1972 an application was approved to divide the Lower Neuse District into five districts.

The Pamlico Soil and Water Conservation District was previously known as the Bay River Soil and Water Conservation District. The Bay River Soil and Water Conservation District consisted of a partnership between Craven Pamlico, and Carteret Counties in which the counties shared a name but held seperate offices. In 1981, the counties split off into individual county districts due to differences in local conservation needs. Pamlico County retained the title of ‘Bay River Soil and Water Conservation District’ for many years. In August of 2007 the Board voted to change the name from Bay River Soil and Water Conservation District to Pamlico Soil and Water Conservation District.
