Only 240 km from Chengdu to Rilong, the location of Siguniang Shan, it took me 12 hours on the bus. You can imagine how terrible the journey was. The road has been rebuilt. Hope that you will drive on a new road when you visit there.
From Chadianzi Bus Station in Chengdu, there are 4 buses per day to get to Xiaojin. They depart at 6:30, 7:00,7:30 Am and 12:00 noon. The price is 65 RMB. No one wants to arrive at the destination at midnight, so please catch an early bus.
Tell the bus driver that you want to get off at Rilong which is a town close to Siguniang Shan.
If you want to leave Siguniang Shan to go to Chengdu or Danba, you have to go to Xiaojin first. It will take you an hour to get there by mini bus which can be found easily on the street. The price is 15RMB. After you arrive at Xiaojin, you can take another bus to Chengdu or Danba. If you want to go to Danba, please arrive at Xiaojin before 4:00PM, otherwise you have to leave the next day.
Here is the name of a local driver who can be trusted. His name is Ba Sang, a Tibetan driver. His tel num is 13408377779.

Hailuogou: A Unique Glacier Forest Park
Lonely Planet / Tales / Blog
Backpacking to Hailuogou Glacier
Route: Take bus to Luding County at Chengdu Chadianzi Bus Station, and then transfer scheduled bus from Luding County to Moxi Town. The whole journey takes about 9 hours. There are non-stop travel buses to Hailuogou at Chengdu Passenger Transport Center which set off every morning, RMB104 per person.
The entrance ticket of Hailuogou: RMB70 per person (another RMB70 for sightseeing vehicle)
Take the direct coach from Chengdu to Kangding in the Xin'nanmen Bus Station(028 - 85433609). (Please refer to Sichuan - Chengdu 04 for details ) . The famous mountain will show before your eyes, which is very grand with the altitude of 7556m. Upon your arrival in Luding, you can take a coach to the Moxi Town through and it will take you about 2 hours, which is famous for its famous Hailuogou National Glacier Park. Stay overnight at the Moxi Town. The whole journey today is about 300 kilometers, and it will take you about nine hour.
Buses from Chengdu to Kangding stop in Ya'an and Luding, and from either of those two, you can catch a bus to Moxi. Buses to Moxi also leave from Kangding dail,. If you are planning on getting to the glacier early, then hiring one of the many mini-vans outside of the Kangding bus station might be your best bet.
There are two bus routes for tourists traveling in urban areas: Bus No.301:WuhouTemple-Fuan River-Qingyang Palace-Xinhua Park-Wangjiang Park; Bus No.302:Dufu Thatched Cottage-Qingyang Palace-Wenshu Academy-Chengdu Z00 Giant Panda Base.

Moxi (Móx¥, ñÅêº) is the gateway to the Hailuogou Glacier National Park and also to Gongga Mountain. The little town is just south of Kangding on the road from Ya'an through Luding to Kangding.
Moxi itself is for re-fueling or resting but not necessarily for sightseeing. There are hotels and food stalls near the gate to Hailuogou, but a trip to the glacier should not take much more than a few hours unless you are camping out. Most people get a bus from Kangding or Ya'an to Moxi and then continue on after spending some time near the glacier.
