Article I
Membership
Section 1 - Types of Membership
Membership in this club shall consist of single, family, and senior memberships.
A. Single members may vote, hold office and enjoy all rights and privileges of membership.
B. A family membership shall consist of husband and wife with or without dependent children, or single parent with dependent children. Adults have full membership privileges; children have full membership privileges except voting and holding office.
C. A member that is 60 years of age and older will be considered a senior member.
D. An individual may be granted lifetime membership by a majority vote of members present.
Section 2 - Applying for Membership
Applications for membership must be presented in writing to any club officer. A club member must sponsor each applicant.
Section 3 - Probationary Period
A. The probationary period shall be a minimum of three months.
B. During this time a probationer must show an active interest and attend at least three club functions, one of which must be a shoot.
C. Probationers are expected to abide by club safety rules and regulations.
D. Probationary requirements may be waived by a two-thirds majority vote of the members present and voting at a regular or annual meeting.
Section 4 - Requirements for Retaining Membership
A. Meet the requirements of Article IV of the Constitution.
B. Pay dues as required in Article V of the by-laws.
C. Members are expected to actively participate in club functions and contribute to the overall welfare of the club i.e. attend meetings, work parties, club sponsored shoots, public relation activities.
D. The Executive Committee may waive the requirements of active membership as outlined in Section 4 C above, for extenuating circumstances such as conflicting work schedules, etc.
Section 5 - Disciplinary Action/Dismissal
A. Disciplinary action – Any member violating club safety rules or regulations or who does not meet membership expectations as outlined in Article I Section 4 C is subject to disciplinary action by the Executive Board. The Executive Board will propose disciplinary action to the membership, of which two-thirds of the attending members must concur:
(1) Censure,
(2) Probationary status,
(3) Dismissal.
B. Notice of Disciplinary Action – A member shall receive written notification of disciplinary action with a 30-day response period.
Article II
Officers
Section 1
The officers shall be elected at an annual meeting and shall hold offices for one year, or until successors are elected.
Section 2
The officers of the club shall perform the duties prescribed for their office as follows:
A. President shall be responsible for the overall club activities to include:
1. Chair all meetings
2. Ensure supervision of all club functions and activities
3. Appoint committee chairmen as required
4. Monitor functions and responsibilities of all other club officers
5. Put to vote all legitimate questions or proposals raised before the club.
6. Sign checks in treasurer’s absence
7. Arrange for annual audit of club financial records, if deemed necessary.
8. Other responsibilities as deemed necessary for the well being of the club; attending the
State Association meeting(s).
B. Vice President shall:
1. Act on behalf of the club President during his/her temporary absence, function as advisor to the President, and assist the President as required.
2. Monitor probationary applications
3. Be chairman of the Constitution and By-Laws Revision Committee.
4. Serve as educational program director.
C. Secretary shall:
1. Keep a record (minutes) of all business proceedings of this club.
2. File all committee reports
3. Maintain the official membership rolls of this club.
4. Make club minutes available to club members upon request.
5. Act in behalf of President and Vice President in their absence.
6. Such other responsibilities as deemed for the well being of the club.
D. Treasurer shall:
1. Maintain custody of all club funds.
2. Make such legitimate expenditures of club funds as directed by the Club President.
3. Sign all checks for club expenditures.
4. Collect authorized dues from club members and maintains records of such collection.
5. Such other responsibilities as deemed necessary for the well being of the club.
E. Safety/Range Officer shall:
Shall enforce all safety rules and regulations during club activities.
Section 3
Assistant Safety/Range Officers may be appointed by the club President to aid the elected Safety/Range officer and act in his place during his absence.
Article III
Executive Board
Section 1
The Executive Board shall consist of elected club officers.
Section 2
The Executive Board, at regular board meetings, shall exercise general supervision of club business between regular club meetings and shall authorize the payment of bills in the case of an emergency that cannot wait for the general membership meeting. The Board shall have the power to make recommendation to the membership to fill vacancies between regular elections.
Article IV
Committees
Section 1
The President shall appoint chairmen of all committees, except where otherwise stated.
Section 2
The President as needed shall appoint special committees.
Section 3
Committee chairmen shall work for the good of the club and report to the President.
Article V
Dues
Section 1
Dues shall be $25.00 per year for single membership and $30.00 for family memberships. Senior membership will be 50% of either category (single and family). Lifetime members are exempt from dues.
Section 2
Dues shall be payable at the annual meeting in September and no later than December 31.
Article VI
Meetings
Section 1
Regular meetings of this club shall be held monthly. The place and time of the meeting may be changed as necessary.
Section 2
Annual meetings shall be held on the fourth Thursday of September.
Article VII
Quorum
A quorum is defined as a majority of those members present at any legal club business meeting. A legal club business meeting must have at least two club officers present. A majority is necessary to pass all motions.
Article VII
Parliamentary Authority
All meetings of this club shall be governed by the club’s Constitution and By-Laws.
Article IX
Amendments
These laws may be amended by a two-thirds vote of the members present and voting at any regular or annual meeting of the club, provided that notice of the proposed amendment was submitted at a previous regular or annual meeting. Amendments must be presented at least on month prior to the vote.
Article X
Expenditures of Club Funds
A. The president shall authorize any designated member routine cost of repairs and maintenance up to $100.
B. For expenditures exceeding $100 it shall be presented to the club at a regular scheduled business meeting and voted on. Two/thirds of the members present shall approve the expenditure.
C. Any officer or member without prior approval will make no obligation of club funds.
