Most comprehensive:

Evaluation Portal links page http://www.evaluation.lars-balzer.name/links/ Evaluation Portal with evaluation information about the community, books, societies, glossaries, projects, conferences, standards, journals, a panel, and more. From Dr. Lars Balzer, Head of Evaluation Unit, Swiss Federal Institute for Vocational Education and Training (SFIVET)

Betty Jung's links page http://www.bettycjung.net/Evaluation.htm links to lots of eval resources. Also has a page for statistics http://www.bettycjung.net/Statsites.htm

Others

links at American Evaluation Association http://www.eval.org/p/cm/ld/fid=53 Attempts to be pretty comprehensive list of links to evaluation resources. However, many of their links are out of date, broken, and they don't seem to fix these links.

CDC's resource page https://www.cdc.gov/eval/tools/index.htm lists manuals, journals, organizations, etc. Now, looks like it's limited to listing only CDC resources, plus a few others.

Statistics Internet Library http://www.businessbookmall.com/Statistics%20Internet%20Library.htm links to lots of free stuff about statistics.

Resources from Scott G. Chaplowe http://scottchaplowe.com/additional-resources/

Bruce Weaver, Northern Ontario School of Medicine, has this page listing lots and lots of statistics resources
