Pie Charts in the Norwegian Budget

Why do we still use the pie charts, and even worse, pie charts in 3D. In this pie chart, fetched from statsbudsjettet.dep.no 2011, I have removed the numbers. Can you arrange the different expenses according to size?, and if not, why not just list the numbers instead.

Here is a better alternative, made using ProtoVis, that has the same footprint, but has the range explicit. Additionally this chart has an informational marker, ▽, placed to indicate last years spending as a reference.
