This is a stauton set.
This set is massively produced and sold all over the world. Although, it is manufactured and commonly used in East Europe.
It can be seen in amateur tournaments or side events. We need to remember that main events are mainly done using DGT boards with the Timeless design.
The set has been seen in some important tournaments from the east of Europe, such as the Moscow Blitz of 2012, where it was used for all tables.

Or the 2016 European Championship in Gjakova, Kosovo. Where it was used for the bottom of the ranking.
The set is possibly done in Poland, It seems there are several polish manufacturers that could be doing this kind of set.
A huge array of chess products come from Poland, many with this distinct Eastern European design.
It is really difficult to locate a specific manufacturer, although there are several candidates.
For example, there is one called Wegiel (http://www.wegiel-chess.com.pl/). This company is making the traditional Polish Chess set, called "Ambassador" and they could be possibly manufacturing this simplified set as well.
Another possibility is a company called Sunrise Handicrafts (http://www.polishchess.com/) placed in Lublin, Poland. It is a Polish based company engaged in the production and sale of hand-made wooden games such as chess sets, checkers or backgammon.
The company was established in 1996 in Poland and has been steadily growing. They export to most European countries, as well as to the United States, Canada, Australia and Japan.
They have about 95 craftsmen, and offer approximately 200 different chess products. Since 2005 they are exclusive distributors of a famous chess publisherwww.qualitychessbooks.com
