A regional center shall fund the least expensive transportation modality that meets the consumer’s needs, as set forth in the consumer’s IPP or IFSP. California Welfare and Institutions Code § 4648.35
SC's do not do POS's for Transportation, they do TSR's and our Department is the one who then generates the POS off the TSR. When vendors ask a SC to do this and they do, they get an email reminder from us to them and their PM's reminding them not to enter a POS. Vendors must reach out to transportation department for transportation POS's. Please do not ask SC's to put POSs.
Lanterman Act: 4648.35. At the time of development, review, or modification of a consumer’s individual program plan (IPP) or individualized family service plan (IFSP), all of the following shall apply to a regional center:
(a) A regional center shall not fund private specialized transportation services for an adult consumer who can safely access and utilize public transportation, when that transportation is available.
(b) A regional center shall fund the least expensive transportation modality that meets the consumer’s needs, as set forth in the consumer’s IPP or IFSP.

If the service is TDS and it mirrors a 510 day program, then the TSR can go in for Contract Services and add the comments.
If the service is TDS and it mirrors Employment in any way, then it should be put in as a Voucher.
If it there is some cross over within the day between 510 day programming and Employment then it's probably to do it as a contract TSR.
Does a voucher need to get reprocessed if they want a new TSR or change TSR and new POS and they were vendored before 5/5/25 when PDS began? Yes! Any new POSs to be entered for the transportation voucher must go through PDS in order to apply the correct codes & new FMS rates. Just, instead of all of the forms, they will just need to complete 2 (DS1891 & W-9) to get their vendor file updated.
With vouchers now that SDRC has PDS in place, if a day program is suggesting for a family to utilize a transportation voucher for a day program staff to transport them to & from day program. The family must go through the PDS process first and the driver that they hire must be cleared by the FMS Agency. This will allow SDRC to ensure that the staff-driver has auto-insurance coverage, their car is registered, and their driver’s license is in good standing. Also, this will make sure that the staff-driver understands that any accidents or damages while transporting the client will be their responsibility and through their insurance. SDRC does not hold any responsibility. Also, it is important for the driver to know and agree to getting paid a flat daily rate, not a rate per mile.
Our transportation unit does not work with service code 862 Respite Mileage reimbursement. Since mileage for respite is under TRN is managed and Auth’s are generated by the business office. With the new Respite rate increased per DDS, mileage is now integrated with this new rate.
Day Program is requesting both contract transportation and a bus pass. Can I submit for both transportation requests? No, we can't do that. We will only fund for one or the other, but not both, both would be a duplication of services.
We don't fund for anything during Day Programming hours, services are provided to get them to program, and return them home.
Topic: "Please Stop MTS Tickets, my client has too many"
This can be done two ways, you can either stop the TSR and then restart it when they reach back out to you, or you can uncheck the bus pass box in the Primary Consumer Information Address Screen, and then check it when they are ready to start getting them again.
When did my client get sent a pronto card, or ADA tickets?
If we already processed the replacement card, you can see the ASA's comment after it was mailed out. This is under Title 19 - Chart Tracking.
Can my client use a contract service if they use the bus to go to Social Rec?
If they can use the bus to go to the gym and social rec why can't they use it for day program, Lanterman Act states we should not pay for private transport if they can use public transportation.
Is there a Door to Door transportation service?
No, SDRC does NOT offer transportations door to door services, the most we offer is better stated as "curb to curb."
