This location was once a city block with boundaries on Mill Street to the west, Johnson Street to the north, Spring Street to the east, and Emma Avenue to the south. An alley divided the block. On the Emma-facing side of the street, partially covered today by Shiloh Square, were once businesses including a bank, the Masonic Lodge, and a variety of different stores. Where the creek is uncovered today, there were once carpentry shops, warehouses, blacksmith shops, two houses, a tire vulcanizing shop and others. The 2nd Baptist Church was located here for a time in the 1920s and by the 1940s, City Hall had moved into that building. Turnbow Park was begun in 2015 as part of a city-wide master plan to bring life back to the downtown area. In 2019 on his 90th birthday the park was dedicated and named after Walter Lee Turnbow (1924-2019), a local businessman.
