Resource Assessment & Evaluation

The purpose of this group is to identify current community services that address priority risk and protective factors, identify service delivery gaps and recommend solutions. Also, the group will design and monitor evaluation of the programs and policies implemented under the Community Action Plan.

Community resource assessment report

This resource assessment was created based on input from a community data assessment, available as a separate document, six community roundtable discussions, several key informant interviews and Board input. Following the completion of this community resource assessment, the coalition will create a detailed strategic plan and begin implementing evidence-based, measurable strategies to shift the prevalence of substance misuse, violence and hopelessness/anxiety among youth by addressing risk factors, increasing protective factors and working with community partners to shift local conditions in our community.

Resource Assessment


This group has developed a plan for assessing the resources available in Jefferson County:

  1. Create a list of organizations or categories of organizations who have broad knowledge about resources available in the community (see below).
  2. Identify a contact from each organization or category, starting with CTC Board members and/or Key Leaders.
  3. Invite a person from each category to help the Resource Assessment Group as a Key Contributor (see email, below).
  4. Wait for the Community Assessment process to establish the focus 2-4 risk factors and/or protective factors (Summer 2018).
  5. Host a meetings or meetings with the Key Contributors.
  6. Assess identified initiatives, policies or programs to determine scope, reach, evidence-base, funding, etc.
  7. Create a comprehensive resource assessment related to the prioritized risk and protective factors.
  8. Use this information to create a Community Action Plan.

Dear XXXX,

The Jefferson County Communities That Care coalition is engaged in a structured, evidence-based community change process focused on preventing youth substance misuse, violence and hopelessness/anxiety.

Through a combination of state and federal grants, our coalition has the opportunity to select and implement or support action steps our community can take to help bolster protective factors and reduce risk factors among youth in Edgewater, Wheat Ridge and Lakewood. In order to effectively plan actions that will have the biggest impact, our coalition is conducting a resource assessment to accurately understand existing prevention efforts related to these topic areas. The resource assessment will consist of six workshops during which key contributors, nominated by key leaders in the Jefferson County Communities That Care coalition, will catalog rules, laws, regulations, resources and/or programs that protect youth from engaging in harmful behavior. The six resource assessment workshops include:

  • Law enforcement
  • Education
  • Human services and assistance programs
  • Laws, regulations, municipal programs
  • Community-serving groups
  • Physical and behavioral health

Please note that, although they vitally important to our community, this particular resource assessment will not focus on intervention or treatment for individuals who are already experiencing problems.

This resources assessment will help our coalition support existing efforts and avoid duplication.

  1. Resources that address preventing family management problems.
  2. Resources that address encouraging/supporting commitment to school among middle and/or high school students.
  3. Systems. policies, campaigns or programs that prevent youth from obtaining alcohol from friends or relatives who are older than 21.
  4. Systems. policies, campaigns or programs that prevent youth from selling marijuana to each other.
  5. Systems, policies, campaigns or policies that ensure that prescription medication are not consumed by youth to whom they are not prescribed.
