CONDOMINIUM RULES AND REGULATIONS
Contact the PBLLCAA Board Directors by email at board.directors@pbllcaa.com or by dropbox in the main common area. If an incident is not a violation of these Condominium Rules and Regulations, the board does not have the authority to act or intervene. Contact PBL security or city police, fire and/or ambulance for emergencies.
MONTHLY MAINTENANCE FEES
Please make your check payable to: Leisureville Lake Building A Condo Association, Inc. Payments are due the 1st of every month.
COMMON AREAS
BUILDING AND PERMANENT FIXTURES
No one is permitted to install or make any type of alteration to the building or any permanent fixtures.
No exterior painting of any type is allowed.
The fire alarm panel should never be adjusted, opened or disconnected.
Keep common area walkways and grounds around your unit swept clean and free of debris. Outdoor furniture must not restrict the walkways in the front of the building.
LANDSCAPING
No alteration of existing landscaping of the building is allowed without a prior signed approval form from the CALCC Condominium Architectural and Landscape Control Committee, Palm Beach Master HOA and Leisureville Lake COA-A. Minimal annual and perennial planting is permitted in existing plant beds.
Owners proposing landscaping renovations or upgrades to the exterior of the unit because the landscaping has died or the useful life of the plant material has expired and is in need of replacement must have prior written approval. Cost of replacement is the responsibility of the unit owner if not located in the front common area i.e. back area.
All specifications for the measurement, quality, and installation of landscaping shall be in accordance with Florida-Friendly Landscaping means using low-maintenance plants and environmentally sustainable practices, which can be reviewed at https://ffl.ifas.ufl.edu/pdf/FYN_Plant_Selection_Guide_2015 small shrub, annual or perennial plant list. Shrubs can extend no further than 4” from the building foundation or AC unit. No planting shall restrict the lake view of adjourning units. No vines, trees, large shrubs or invasive exotic plant species are allowed.
Potted plants on back patios shall number no more than 5.
Patio foundations shall extend no further than 10’ from the foundation and within the width of the unit.
No storage of flower pots, outdoor furniture, etc can be left around the air conditioning units or under staircases.
No permanent fencing is allowed.
No outside clothes lines or drying of clothing, towels, bathing suits, etc is permitted on patios or building front railings or walkways.
CONDO SIDEWALKS AND WALKWAYS
Condo doors and windows open just a few feet from the parking area. All vehicles must NOT be backed into parking spaces to avoid noxious exhaust fumes to enter the units.
Avoid smoking in the common areas next to your neighbors’ open windows and doors.
Keep walkways clear for safe walkway passage. Outdoor chairs may be temporarily placed outside in the front, but must be moved inside the condo if they are large enough to restrict safe walkway passage. Due to limited space in the front of the building, the architectural committee may impose a restriction on outdoor decorations if they distract from the overall condominium building appearance.
LAUNDRY ROOMS
Each building floor has a locked laundry facility requiring a key for entry. The laundry rooms are for the exclusive use of building A residents. For security reasons, please lock the laundry room door if you are not on the premises.
Do not overload washers/dryers with heavy items such as rugs, quilts, pillows or blankets.
Please be respectful of others in keeping the laundry room clean by sweeping up, emptying trash cans, disposing of dryer lint and wiping down washers.
STORAGE BINS are assigned to each unit. Residents must provide locks to secure the contents. Please refrain from putting valuable items in the storage bins. PBLLCAA is not responsible for items left in the bins.
GARBAGE AND TRASH DISPOSAL
All trash/garbage must be placed in plastic bags and securely tied. All cartons/boxes should be flattened before placing in the recycle bins or dumpster.
Separate recycle bins are identified for paper and plastic items.
Call Boynton Beach Sanitation Department at 561-742-6200 to make arrangements for large pick-up. Place large item(s) beside the dumpster the night before the scheduled pick-up.
PARKING AND VEHICLES
One (1) numbered parking space is assigned for each condo unit.
There is no outside water hookup for washing vehicles.
Visitors may park in the designated parking stops painted yellow and marked “guest”.
Do not move any numbered or visitor parking stop. It is not permitted.
No backing of vehicles into the parking space is allowed.
No vehicle tarp covers are allowed.
Motorhomes, motorcycles, trailers, travel trailers or campers must be parked in Palm Beach Leisureville Community Association, Inc (PBLCA) designated parking areas.Call 561-732-7474 to make arrangements.
You must notify the board if you are storing an automobile for an extended period in the bldg A parking lot. If the board directors (board.directors@pbllcaa.com) do not receive notice the vehicle will be towed from the premises.
All automobiles must be currently licensed and properly maintained. Parking lot damage due to oil leakage must be cleaned up by the unit owner.
The condo association assumes no responsibility for any vehicle parked on the premises.
PETS AND ANIMAL WILDLIFE
Condo owners are allowed to have two (2) dogs weighing up to 20 pounds each in the unit. The dogs must be on a leash at all times when outside. Pick-up and dispose of your dogs’ messes. It’s the law.
Owners and renters are allowed to have one (1) cat, but no dogs at the same time.
Renters cannot have dogs.
DO NOT FEED ANIMAL WILDLIFE. IT’S FLORIDA LAW!
SMOKE FREE CONDOMINIUM COMMUNITY
Residents and guests are not allowed to carry or smoke a lit tobacco or marijuana product or inhale vapors from, or otherwise allow vapors to be emitted from, an electronic smoking device in the Premises, on any open balcony or patio, in any interior common area within any building within the condominium community or within twenty (20) feet of the exterior of any building within the condominium community. Exception: Medical Marijuana prescribed by a medical doctor is permitted within the residential units.
PBLLCAA BOARD RIGHT TO ACCESS CONDOMINIUM PREMISES
If the unit owner/renter and/or the emergency contact person provided on the unit owner’s contact information form is not available after attempts to contact them, the Florida Condominium Association Act Statute 718.111 provides the condo association board directors the right to enter the unit premises to protect the property rights of the owner and other owners in the building. The unit owner/renter will be contacted first, prior to entry, if no one is on the premises. Two (2) board directors will be present at the time of entry to assess the situation and report back to the owner/renter for further action. All costs incurred by the condo association are the responsibility of the homeowner.
Residents must provide a condo unit key to their emergency contact designee provided on the owner’s contact information form in case emergency entry is required. In the event the contact person does not have the condo key, a locksmith will be contracted to unlock the unit at the owner’s expense.
UNIT MAINTENANCE
Maintain smoke alarm batteries to keep them powered while units are not being occupied.
Prior to leaving for extended periods of time, lower and secure all awnings (if applicable). Remove all outdoor furniture and items from the patio area. Do not leave any grills, flower pots, door mats, bicycles, etc outside your unit. Propane tanks must be disconnected and taken off the property premises whether empty or not. If items are left outside the unit, the association will remove and dispose of them at owners’ expense.
If you have a main water valve, shut it off if you are leaving for an extended period of time. Otherwise, shut off the hot water valve to avoid issues.
THREATENING WEATHER CONDITIONS
No items may be left outside and hurricane shutters and awnings must be secured when government authorities advise citizens of imminent severe weather.Be a good neighbor and help secure our property. Follow PB Master Association instructions to prepare for threatening weather conditions.
LANDLORD/TENANT REQUIREMENTS AND REGULATIONS:
1. Copy of completed Palm Beach Leisureville Master Association Application with signed approval from the association.
2. No less than 1 month and not more than a 10 month executed FL real estate lease listing all occupants and their ages.
3. Landlords can only rent unit 1 time a year.
4. No pets allowed for rental units.
5. No more than 2 occupants per unit. No school age children staying more than 30 days.
6. One parking place per unit. No trucks or work vehicles allowed. Provide the tag #, year, make and model.
7. Completed Leisureville Lake Condominium Association Building A application and $100 processing fee from the unit owner payable to Leisureville Lake Condominium Association Building A.
8. Copy of mysmartmove.com tenant screening report. This is a soft-inquiry and does affect the applicant's credit score.
9. Board interview to review and acknowledge in writing receipt of COA Rules and Regulations.

15. COA unit monthly fees and assessments must be kept current. If these fees become delinquent, rental payments must be made payable to Leisureville Lake Condominium Association Building A until paid in full. If the renter becomes delinquent on rental payments to the landlord more than 30 days, the COA must be notified immediately of the circumstances and the landlord's action as required by
Florida State Law. The application will be reviewed at the time of the COA interview, signed and dated by a PBLLCAA Board Director as long as all requirements have been met. You must complete all requirements before you are able to submit your PBL Application to the HOA Master Association for approval.
