The Partido State University's strategy for managing Workload and Performance is dictated by a highly formalized, rank-based allocation system and a merit-driven evaluation strategy that is uniform for all personnel (teaching and non-teaching) and links individual output directly to institutional targets. The academic workload is precisely structured by academic rank, ensuring faculty dedicate specific efforts to instruction, research, and extension, such as requiring Professors to prioritize research (50%) and Instructors to prioritize instruction (80%). This systematic distribution is formalized via the FACULTY WORKLOAD document, which details teaching assignments, research and extension activities, and professional obligations like Students' Consultation. Performance is rigorously measured using the Individual Performance Commitment and Review (IPCR) Ratings Form, which applies consistent criteria across the entire university workforce and defines Outstanding performance as exceeding expectations by 30% and above of the planned targets, and Very Satisfactory as exceeding expectations by 15% to 29%. This strategy is reinforced by merit policies that mandate applicants for promotion or transfer must have achieved a performance rating of at least Very Satisfactory for the last two rating periods preceding the assessment, thereby ensuring that only demonstrably high-performing individuals advance within the university system.
