The SPSA is a living document, and it is expected that schools will update their plans throughout the year to reflect adjustments to plan implementation and expenditures. SPSAs are initially developed in the spring in conjunction with budget development for the following school year. Plans are reviewed and adopted by the OUSD Board of Education each summer.
Since SPSAs are developed before the current school ends and are based upon projected fund allocations, modifications to the adopted plans may be necessary for several reasons, including:
Allocation changes in Title I, Title IV, or CSI based on enrollment and eligibility
Changes in Title- or CSI-funded staffing based on programmatic needs
Changes in Title- or CSI-funded service providers or contractors, if you have specifically named these providers in your approved SPSA
Principals are responsible for:
1) Ensuring that any new Title spending has been approved by their site's SSC; and
2) Obtaining Strategic Resource Planning approval for Title or CSI spending changes.
No Title or CSI-funded work, including extended contracts, professional services contracts, extra time, and overtime, can take place before approval by the SSC and review and approval by the Strategic Resource Planning Office. Any work performed prior to SSC approval cannot be paid with Title funds. This will avoid a situation in which direct services utilizing Title I funds are not compliant with grant requirements.
When do I need to take my SPSA back to my SSC?
Your SSC does not need to reapprove your SPSA unless there are significant changes to your needs assessment or school goals. (This is very rare.) However, new expenditures in your SPSA must be reapproved by your SSC if:
They are funded by Title I or Title IV, whether these support a new or existing SPSA action.
When do I need to take my SPSA back to the Board for reapproval?
Your SPSA must be reapproved by the OUSD Board of Education if there are material changes to your Title I expenditures. Material changes are defined as changes that support new needs not included in your SPSA needs assessment at the time of initial Board adoption. New or increased expenditures to support needs already identified in the Board-approved SPSA do not constitute a material change to the SPSA and do not need to be reapproved by the Board.
