Screening Guidelines
2025-26 Important Screening Updates
Please only screen students approved by Stacy to prevent misidentifications.
Upon identifying that a language other than English is spoken at home, site coordinators must verify whether or not the student has been previously screened or otherwise assessed and review the student's assessment history. Compliance (Stacy) will verify information to ensure sites know whether or not to screen.
Stacy will verify all incoming students to determine who should be screened and send you verified lists of students. Please do not screen students without checking with Stacy. This is to ensure we don't overscreen, misidentify, or neglect to screen any students.
Screening Timelines
If a student enrolls within the first 30 calendar days of the academic year, the student must be screened within the first 30 calendar days.
If the student is enrolled after the first 30 days, they must be screened within 14 calendar days from their date of enrollment.

IS Code Guide - ELIS Service Codes
OKCPS services fall under 1 of 3 service codes.
Per OSDE, we only designate the one primary service code.
IS3 – English as a Second Language (ESL) or English Language Development (ELD).
For students who are receiving non-newcomer services via a certified OKCPS ELD teacher.
IS4 – Content Classes with Integrated ESL Support
For students who are not being given direct services via ELD newcomer or non-newcomer classes.
Students receiving services only from a Paraprofessional and not a certified ELD teacher are IS4s.
IS5 – Newcomer Programs
For newcomers who are receiving newcomer services via a certified OKCPS ELD teacher.
