Multi-Tiered Systems of Support

A multi-tiered system of supports (MTSS) is a proactive and preventative framework that integrates data and instruction to maximize student achievement and support students' social, emotional, and behavior needs. MTSS offers a framework for educators to engage in data-based decision making related to high-quality instruction and intervention, social and emotional learning, and positive behavioral supports necessary to ensure positive outcomes. 

MTSS Process At Odyssey 

The MTSS process consists of all students receiving high-quality, differentiated core instruction in the general education classroom with consistent universal screening to identify students’ needs. If students are identified to need more specific or individualized instruction, then student support and intervention plans are created. While a student is receiving intervention, their progress is monitored frequently. A collaborative team of educators, specialists, interventionists, and school leaders interpret data and adjust instruction and support plans according to a student’s need.  

What are the Tiers?

MTSS begins with teachers assessing the skills of everyone in the class to proactively identify who may need additional support in an area (examples: reading, math, behavior). Students receive support (research-based, targeted instruction or intervention) matched both to their skills and level of need. Student progress is monitored closely to ensure that the additional support is helping.

If the skill gap doesn't improve within the core instruction, then the level of personalization increases.

This MTSS Framework is composed of 3 Tiers to ensure effective instruction and successful outcomes for every learner. 

The 3 Tiers are:

Tier 1: This Tier includes all students in the general education classroom. Students in Tier 1 may work in small groups and have learning supports that suit their specific needs. If a student is demonstrating a need that the core instruction can not address, the student will move to Tier 2.

Tier 2: Students receiving Tier 2 level of intervention will receive more individualized support. This may be in small groups and may be in the regular classroom setting or outside of the regular classroom setting depending on need.  Students continue to receive every day core instruction in the classroom.  The MTSS team along with classroom teachers will monitor the student's progress, If students show improvement, they may move back to Tier 1. If a student does not show improvement, educators may recommend moving the student to Tier 3 to receive additional support.  

Tier 3: This Tier is the most intensive level of support. Students in Tier 3 will continue to receive core instruction in the regular classroom as well as small group instruction and intervention. Students may also receive more specialized instruction in a 1-1 setting.


The MTSS framework takes into the consideration academics, social-emotional learning, behavioral health, and attendance. Students are identified through a collaborative process. A student is only moved to Tier 2 when they demonstrate a need that differentiated core instruction is not effectively meeting. A student is only moved to Tier 3 if sufficient progress is not being met in Tier 2 and they are demonstrating a need for intensive support.
