During the 1920s and 1930s, a small group of men called the Reno Mob were monopolizing the illegal businesses in Reno. They controlled most of the gambling business, not professionally. There was violence, bribing, blackmailing, and other techniques to keep them in control. There were different men that have different mobs, but they all initaially started out with George Wingfield, and the domino effect began from there.

Wingfield, known as the richest man in Nevada at the time, had the vision and money to start up the illegal gambling business in Reno. He owned multiple hotels and buildings, making it a perfect place to run the games right under his nose. He trained certain men to do the job, while also running other illegal things such as, selling sex and alcohol during Prohibition.
James and William met while they were both learning the gambling business under Wingfield and instantly clicked. They had dreams of opening up casinos of their own after realizing how much money they can make. They started their project, with a strong ally. The city council, William Justi was working for them and following their orders throughout his time in office. He said that they "owned him."
