Directives are realtime actions that your delegation does to affect committee in some way. They are not requests so the actions you write about happen once they are approved. To be approved, directives are sent to to the backroom where crisis staffers review them and determine the impacts they have on the crisis arc of the committee and your delegation. You will receive some response from the backroom validating your note.

These types of notes try to outline the following:
Who you are communicating with and why you trust them
Any protocols for protecting your information or how to carry out your orders
Where the base of operations is
Ex: some delegates act through assistant, wife/husband, penpal, etc.
In historical committees, these types of notes show you know the biography of your delegation by referencing a confidante or base of operations.
Setting the scene allows you to build a relationship with the crisis staffers that will make future directives more efficient and effective. It also provides a foundation for your future plans. The staffers are constantly slammed with notes, and stories are easier to remember for them.

Great challenges are upon us, so I have to know that I can trust you with our mission over the next months. Together, we need to show these Toast Thieves how seriously we will take them through showing our force, and we must bring our school together through increasing the amount of available bread.
I need you to meet me at the old safe-house on the third floor every morning at 9am for your orders, which you must keep confidential at all costs. Thank you for your loyalty.

These notes focus on the following information:
General information about powers
Try to expand to see what specifics you have early so you can plan accordingly
It can be anything, including how many children you have
Ex: personal funds, weapons, staff size, troop count, budget, properties you own, relief food or medicines have under your control, or spies in certain locations
Taking Inventory, as it may imply, will help you understand what resources are available to you, and thus, what directives you can implement in the future.
