The NIHR is funded by the Department of Health to improve the health and wealth of the nation through research by
- transforming and improving research in the NHS
- increasing the amount of research conducted, for the benefit of patients and the public
- driving faster translation of basic science discoveries into new treatments
- developing and supporting the people who conduct and contribute to applied health research
- attracting investment by the life sciences industry.

The NIHR has a central role in supporting health and care research in England, funded by the Department of Health (DH) in England. Each UK nation has its own government department that oversees health and care research:
- Wales: The National Institute for Social Care and Health Research (NISCHR) is the Welsh Government body that develops, in consultation with partners, strategy and policy for research in the NHS and social care in Wales.
- Scotland: The Chief Scientist Office (CSO), part of the Scottish Government's Health and Social Care Directorate, supports and promotes high quality research aimed at improving the quality and cost-effectiveness of services offered by NHS Scotland and securing lasting improvements to the health of the people of Scotland.
- Northern Ireland: The Health and Social Care Public Health Agency (HSC PHA) is the major regional organisation for health protection with a mandate to protect public health, improve public health and social wellbeing, and reduce inequalities in health and social wellbeing.
