What is an Innovation Network School?
Innovation Network Schools are autonomous schools in the IPS portfolio of schools made possible by House Bill 1009 and IC 20-25.7. Innovation is a specific strategy that IPS uses to provide quality school options in every neighborhood. Innovation schools have the most substantial degree of operational and academic autonomy of any schools in IPS.
Innovation schools are governed by independent nonprofits with separate boards and provide updates to the IPS Board on a semi-annual basis. By law, their state accountability data is included in that of IPS. Additionally, state tuition support for innovation network schools flows through IPS, and students at innovation network schools are included in the IPS overall student count. There are five different types of Innovation Network Schools, and that configuration will dictate the extent to which the school partners with IPS Central Services:
Innovation School Types
1. New School Launch – A new school that opens may enter into an Innovation Network Agreement to partner for facilities or other services.
2. Charter Partner (Non-Restart) – Charter schools, either new or existing, within the IPS boundary may enter into a partnership with IPS via an Innovation Network Agreement. This allows access to shared services such as food service, transportation, and professional development.
3. Restarts – A partner applies to restart a chronically under-performing school that has been recommended for restart by district leadership.
4. Conversion – A high-performing, existing IPS school may convert to innovation based on the will of the school leadership and community.
5. Jumpstart – A lower-performing existing IPS school, with community support, may convert to innovation status as a self-initiated improvement strategy.
