How the attendance area is defined and agreed upon may differ by school type. Generally speaking, charter schools do not have a defined boundary and can accept students from anywhere within the state of Indiana. Some innovation network charters are allowed to set a defined attendance boundary in the innovation agreement. All Innovation Network schools are allowed to enroll students from their zone as defined by the zones map below.
Innovation schools may choose to accept students outside of their zone. However, IPS will only provide transportation for students within the zone or zones as specified in their Innovation Agreement. Schools may secure additional bus routes with a vendor of their choice for students outside of the zone and will be fully responsible for the funding of those routes.
All brick and mortar schools within the Innovation Network will use the unified enrollment process operated by Enroll Indy.
● All charter schools must enroll at the school site or online via the process that the charter has established. This includes Innovation Restarts. There is no exception to this guideline.
○ The IPS Office of Enrollment and Options will make families aware of Innovation Charter Partner offerings, however, they cannot enroll a student unless the school uses IPS’ PowerSchool system.
○ Please feel free to send one-pagers or other pertinent information to Enroll Indy so that the office is well-informed.
● All IPS-LEA Innovation Network schools, regardless of type, can enroll EITHER at Central Services in the Office of Enrollment and Options or at the school site.
○ Choice programs must still follow the PowerSchool Registration process. No exceptions.
● All IPS-LEA Innovation Network schools that use PowerSchool should follow the IPS enrollment process and guidelines. You can find the guidebook for the Enrollment Process here.
Starting with the 2018 Restart agreements, we ask that schools abide by the IPS policies regarding enrollment for students whose daycare is in the attendance boundary.
Typically, some provisions regarding enrollment and student assignments exist within the Innovation Agreements, especially with schools that are also the neighborhood schools.
The Office of Enrollment and Options (OEO) and Portfolio Management Office will work in concert with schools if a student’s needs may be best met via a transfer from one school to another.
Innovation status does not impart any unique flexibilities when it comes to transferring a student out of any building.
Schools using the IPS instance of PowerSchool can use the SIS to view, record, and update student attendance data. Periodically throughout the year all schools will review and appropriately resolve attendance code conflicts. The following attendance reports are utilized by a variety of stakeholders districtwide:
Student Attendance Percentage Report
This report lists the students who have attendance between a user specified ADA percentage. It does not look at why the student was absent. It reports the students based on the school it ran from regardless of the students current school (inactive and transfer students are reported). The user enters the start and end date of the search and the minimum number of days enrolled. It only looks at the school where the student attended so if run from the district office students enrolled at multiple schools will be listed multiple times.
Chronically Absent Date Range
This report lists the students who have 90% attendance or less. Students are chronically absent when they are absent 10% or more. It does not look at why the student was absent. It reports students regardless of their current school and reports the school where the attendance occurred. The user enters the start and end date of the search and the minimum number of days enrolled. If this report is run at the district office students who attended at multiple schools and meet the parameters may be listed at multiple schools.
Schools outside of the IPS instance of PowerSchool can expect requests for enrollment information, especially during the weeks leading up to and after the September and February count days in order to better understand the enrollment landscape across the district.
