Meeting Minutes

The Network Meeting is a large, inclusive meeting that encourages anyone to attend who is interested in collaborating around issues of sex trafficking in Multnomah County. This group is comprised of agencies that represent the work of the jurisdiction as a whole, as well as various community partners. This work produces ideas and recommendations for the executive team.

Executive Team Meeting (by invitation only)

The executive team is a small group of government agencies and funded non profits that leads the work of the Collaborative and determines the direction we need to go. It considers capacity issues, gaps in our system, and puts forth recommendations for improving our collective efforts.


Subcommittee and Workgroup Meetings

Sex Trafficking Prevention & Public Awareness Subcommittee (open to the public)

We are taking a holistic approach to prevention, looking at the response as a system, and focusing our efforts based on the spectrum of prevention. The bulk of our active work gets done in our workgroups, and networking opportunities take place every other month which are open to the public.

Legislative Workgroup

The legislative workgroup meets periodically when there is legislation to review, or annually to develop legislative concepts that would help our partners (law enforcement, prosecution, and victim services) in combating the issue of sex trafficking. 


The goal of this team is to bring together community providers to better enhance and coordinate our services to support those who have experienced sex trafficking. 

This team consists of Multnomah County Department of Community Justice (DCJ) Crime Victim Services Unit (CVSU), Multnomah County Department of County Human Services (DCHS), Youth & Family Services Division (YFS), Oregon Department of Human Services (DHS), Gateway Teen Unit (GTU), Lifeworks NW, Parenting with Intent (PWI), Raphael House of Portland, New Avenues for Youth (NAFY), Self Enhancement Inc. (SEI), El Programa Hispano Unica, Call to Safety, IRCO, and Safety Compass. The STEP team meets on the third Wednesday of every month.

Community Advisory Board (CAB)

The CAB is comprised of individuals who have lived experience of sex trafficking and allies. This group advises the efforts of the entire collaborative.
