President's Profile

Dr. Rene M. Colocar, as a mentor, has truly promoted peace and international understanding through education. It dates back in 1991 when he was appointed as the UNESCO Associated Schools Project Network (ASPnet) Coordinator of the Divine Word College of Calapan (DWCC) which led him to be the UNESCO-ASPnet National Coordinator of the Philippines as per 2008 appointment of UNESCO National Commission until 2012.

He earned his Doctorate Degree in Management, with High Distinction at DWCC and his Masteral Studies, MAEd, Major in Administration and Supervision and MAT, Major in Social Science Teaching at DWCC and Philippine Normal University, respectively.

Dr. Colocar is an Outstanding Calapeño Awardee in the field of Education and Values Education in 1996 and an Outstanding Mindoreño Awardee in 1999.

His international exposures included his participation in Education for International Understanding Policy Training Workshop in October 2007 in Seoul, Korea; World Heritage Forum in October 1999 in Beijing, China; International Youth Forum in September 1997 in Paris, France; a Teacher Exchange Program in October 1995 in Seoul, Korea and in the 4th World Teachers’ Day-Quality Innovations for Teaching Learning in Thailand on 24-26 of March 2009, in Asia Pacific Forum for ESP Education and Facilitator in Japan on August 24-29, 2009, Asia Pacific ASPnet Forum for ESD and MDGS in Korea in 2009, and Youth and Educators Summit for Sustainable Development (YES 4 ESD) in Osaka, Japan on July 7-12, 2013.

His humanitarian activities as educator did not delimit within the corners of the academe but also it did extend to a more vast indulgence when he was elected as the Rotary President, Calapan Chapter in 2012-2013.

He became Chief Education Program Specialist of CHED – IV-B. Likewise. He was appointed as Human Resource Management and Development Officer of CGC. At present, he is the College Administrator of the City College of Calapan (CCC) and is a duly recognized member of Regional Quality Assessment Team (RQAT) CHED – IV-B, the President of the Association of Local Colleges and Universities (ALCU), and a Board Member-elect of the Association of the Local Colleges and Universities Commission on Accreditation (ALCUCOA). These positions paved his way in facilitating the creation of two notable Calapan City Councils: the Literacy Council for Lifelong-Learning for Sustainable Development and the Council for Local History, Culture and Arts.

Under his administration, four programs offered by CCC: Bachelor in Elementary Education, Major in Special Education; Bachelor of Science in Information System, Bachelor of Science in Hotel and Restaurant Management/Bachelor of Science in Tourism Management, achieved its Level I Status during the ALCUCOA accreditation in March 2013.

He served as agent of innovation in CCC by creating the Institute for Barangay Governance and Management (IBGM). The said institute developed mechanism for the transformative activities of 41 barangays in the city. He was instrumental in the three-time 100% passing percentage of BEEd-SPEd Program graduates of the College in Licensure Examination for Teachers.
