HISTORY OF GRADUATE SCHOOL

The Graduate Program of the College was initially offered in Summer 1968 during the incumbency of Supt. Robinson Y. Ylagan when the Bureau of Vocational Education (BVE) of the Department of Education, Culture and Sports (DECS) through its Director, Mr. Romulo Y. Mendoza, designated the Marikina School of Arts and Trades (MSAT) as the Staff Development Center of BVE. Dr. Aurora B. Santos, Chief, Teacher Education Division of BVE and Dr. Arturo P. Casuga, Head, Teacher Education Department of MSAT, as the Officer–in–Charge and Assistant Officer–in–Charge/ Registrar of the Program, respectively.

The Graduate Programs offered the Master of Education for vocational administrators and supervisors and the Master of Arts in Teaching for vocational teachers and instructors of Technology, Science and Mathematics.

Upon the reorganization of DECS into the Ministry of Education and Culture (MEC) in 1975, the Graduate Programs of MSAT were included under the MEC Integrated Scholarship Program. Since then, the MSAT has been known as the producer of graduates who became successful school heads/administrators and faculty in different schools in the   country.

In 1983, the Ministry of Education and Culture offered at the Marikina Institute of Science and Technology (MIST) the Master of Technician Education (M. T. E.) through MECS Order No. 38, s. 1982. This was under the TechVoc Project under the leadership of its Director, Dr.   Pedro L. Esteban. At the end of the project, the M. T. E. course was offered as a part of the course offerings of the Graduate School.

Since school year 1983 -1984, there were already three graduate courses, which were offered, namely: Master of Education, Master of Arts in Teaching, and Master of Technician Education. 


However, in March 2000, the school experienced some changes in terms of governance and management due to the reorganization of the Education Department. Thus, in school year 2000 – 2001, the supervision of MIST was transferred from the Commission of Higher Education (CHED) to the Technical Education and Skills Development Authority (TESDA).


This transfer resulted in the gradual phasing out of the degree programs offered in the Institute including the graduate programs by virtue of Special Provision no. 8 of the General Appropriation Act, Fiscal Year 2000. The Graduate School, however, was permitted by CHED to allow those students currently enrolled to finish their respective courses.


On April 14, 2004, the Marikina Institute of Science and Technology was converted into a State College known as the Marikina PolytechniC College (MPC) by virtue of Republic Act No. 9289. Thus, in school year 2006 – 2007, the Graduate School Programs were re-offered through the Board of Trustees’ Resolution No. 137, s. 2006. On March 11, 2009, due to the insistent demands and clamor of the academic community, the Doctor of Education (Ed. D.) Program was approved by the Board of Trustees by virtue of Board Resolution No. 11, s. 2009. This was initially implemented in school year 2009 – 2010 under the presidency of Engr. Henry L. Lañada, Ph. D. and the Graduate School Dean and Vice President for Academic Affairs, Dr. Helen C. Parcon.


In the administration of Dr. Lañada and Dr. Virginia D. Bacay, as Vice President for Academic Affairs, the Master’s Programs, Master of Education, Master of Arts in Teaching, and Master of Technician Education had passed the Level I Accreditation Assessment by the Accrediting Agencies of Chartered Colleges and Universities of the Philippines (AACCUP) and Level II in January 2018 by the same agency in the administration of the new College President, Dr. Joselito B. Gutierrez and the OIC—Vice President for Academic Affairs and Concurrent Dean of the Graduate School, Dr. Rowena C. Mande. The Graduate School is pursuing to its highest level of accreditation for quality of  instruction in the service of the nation.
