This session ended with the thought that maybe the College needs to rethink its current policy on the use of AI in research.
Dr. Ronald Allan S. Mabunga, VP PRELQAP, delivered his talk on “Research Structure on Futures Thinking” to refresh the memory of the Futures Thinking Masterclass participants which was conducted earlier this year (February 21-23, 2024). This was especially helpful to the mentees whose research shall be using the Futures Framework.
Dr. Glen R. Mangali, OIC-Director, MPC Research and Development Office, mentored sixty-three (63) mentees through lectures and activities on 1) Writing the Introduction, 2) Practical Exercises on Research Questions and Literature Review, 3) Understanding Theoretical and Conceptual Framework, 4) Conducting a Comprehensive Literature Review, 5) Writing the Literature, 6) Writing the Research Methodology, 7) Formatting the Research Proposal, and 8) Tips on How to Publish Research Papers in reputable journals. The 3-day mentoring workshop climaxed in the Presentation and Critiquing of the mentees’ research proposals with Dr. Glen R. Mangali, Dr. Ronald Allan S. Mabunga, and Dr. Ma. Arra B. Santos as the members of the panel.

Shooting birds with one stone.
In a bid for time and cost efficiency, MPC simultaneously conducted its 3rd Quarter Tactical and Operational Planning Workshop and “intro-trained” the College officials to the Gender Mainstreaming Evaluation Framework (GMEF), a gender analysis tool, that will aid the College in crafting its GAD Agenda.
In the 3-day activity held last October 2-4, 2024 at Club Balai Isabel in Talisay, Batangas, the College was able to 1) review the accomplishment of each domain for the first 3 quarters of FY2024, 2) take note of items/projects/programs in the 2024 targets to be achieved this 4th quarter, 3) draft the College’s initial budget preparation in accordance with proposed 2025 National Expenditure Program (NEP) (This is subject to revision once the approved 2025 NEP re: MPC is released.), 4) draft its 2025 performance targets using the revised OPCR, 5) obtained an initial idea where the College currently stands on its gender mainstreaming efforts based on the results of the gender analysis using the GMEF tool.
The College President, Dr. Rene M. Colocar, gave his message cum lecture on Creating Impact Through the SDGs and outlined the following initiatives from his office in relation to the SDGs: 1) regulating the use of plastics in the College, 2) prohibiting the selling of soft drinks and supporting the consumption of healthy beverages, 3) reiterating the proper use (on time and off time) of air conditioning units in the College, and 4) creating MPC-CARES, which stands for MPC’s Children’s Area for Recreation, Educations, and Sustainability. MPC CARES shall be installed at the former office of the External Linkages, beside the Records and Information Center, Academic Building. Aside from this, the College President also provided inputs on the timely processing of purchase requests as doing so ensures a high budget utilization rate and prevents delay and piling-up of transactions in the Accounting and the Budget Office.
The participants were also oriented on the Philippine Quality Awards (PQA), Education Criteria for Performance Excellence and Application Guidelines, as well as the on the Basics of Global Citizenship Education, emphasizing the integration of necessary knowledge and skills in the curriculum as we prepare our students in becoming global citizens living in a global village. MPC plans to vie for the PQA in 2026.
DAY 1 - October 2, 2024
The first day commenced with an opening program led by Prof. Carmina S. De Guzman, the program officer for the 3-day workshop. After the mandatory-preliminaries (i.e., prayer and singing of national anthem, etc.), Dr. Ronald Allan S. Mabunga, VP PRELQAP, formally opened the workshop by welcoming the participants and leading the introduction of the participants in his domain. After which, Dr. Ma. Arra B. Santos, VPAA, introduced the participants in her domain; Dr. Joemel V. Bautista, VPAF, introduced the participants in his domain; while Prof. Deo James Roxas, Director for Planning, introduced the different workshop committees. He then proceeded in giving the Statement of Purpose with emphasis on the expected workshop outputs. Prof. Maricel L. Divina, OIC-Director of MPC-GAD was then called to introduce the concept of Gender Mainstreaming Evaluation Framework (GMEF) followed by Dr. Mary Grace P. Goño, Alternate GAD Focal Person, who discussed the parts of the GMEF Tool, collaboratively prepared by Ms. Josefine Mangaoang, OIC-Director, Records and Information Center. This concluded with instructions on how to accomplish the sub-workshop per domain in conducting the gender analysis using the GMEF Tool with which link was given to the participants with reminders of turning in their consolidated response no later than 11:00am of the 2nd day of the workshop to give lead time for the preparation of the results of the gender analysis slated on the 3rd day of the workshop. The morning session ended with the laying down of Club Balai Isabel House Rules by the hotel staff.
The afternoon session began with Prof. Roxas introducing the revised OPCR and discussing how to accomplish it. The revised OPCR has additional columns for UN’s SDGs, Risk Identification Assessment, and Opportunities Assessment Action Planning. This was then followed by necessary inputs from the College President, Dr. Rene M. Colocar in his lecture entitled “Creating Impact Through the SDGs”. After the lecture, Dr. R. Colocar outlined the incoming initiatives from his Office in relation to the SDGs: 1) regulating the use of plastics in the College, 2) prohibiting the selling of soft drinks and supporting the consumption of healthy beverages, 3) reiterating the proper use (on time and off time) of air conditioning units in the College, and 4) creating MPC-CARES, which stands for MPC’s Children’s Area for Recreation, Educations, and Sustainability. The 1st day ended with Dr. Mabunga, giving an orientation to the participants on the Philippine Quality Awards (PQA), Education Criteria for Performance Excellence and Application Guidelines. He informed the participants that the College shall be vying for the PQA in 2026 and that 2025 shall be the preparation time before applying for the PQA. He then walked the participants through the criteria (which included an evaluation of the College Officials) which the College needs to have evidence on in preparation for the College’s application to the PQA. He also reported the result of the questionnaire on Self-Assessment as a Leader which was administered to the participants earlier in the day.
DAY 2 - October 3, 2024
The second day of the workshop began with an Opening Prayer followed by a recap of Day 1 by Dr. Glen Mangali, OIC-Director of Research and Development. The College Budget Officer, Ms. Maribeth M. Monsad presented the appropriations for MPC as well as the proposed budget in the 2025 NEP giving emphasis on the College’s budget utilization for 2024 vis a vis the proposed 2025 NEP. She also presented the Performance Targets set by the DBM for MPC for FY2025. (Please click the link for full details.)
After Ms. Monsad’s presentation, the College President, Dr. R. Colocar, expressed his hope that the participants have now realized how each unit in the College contributes to the accomplishment of the College targets. He particularly mentioned the delay being caused by not paying attention to the targets set by each delivery unit especially when it comes to processing Purchase Requests of items in the approved PAPs and PPMP. For instance, scheduling the procurement of the item for the 1st or 2nd quarter but waiting until the 4th quarter to file the purchase request, negatively impacts the set target for budget utilization per quarter and may actually cause failure to purchase the items causing a low budget utilization for the year. To address this, the College President has given instructions on re-aligning the budget allocated for items not purchased in the target quarter to other items of equal importance for the attainment of College targets.
A photo op per domain was done before lunch was served. The afternoon session started with Dr. Arra B. Santos, VPAA, giving a status report for her domain. The plenary session ended into domain workshops when the participants proceeded to the respective area assignments to work/draft their 1) 2025 PAPs and PPMPs using the form provided by the Budget Officer, 2) 2025 OPCR using the revised template provided by the Planning Director. Priority was given to the accomplishment of the initial draft for the 2025 PAPs of each delivery unit.
DAY 3 - October 4, 2024
The third day opened with a prayer and a recap of Day 2’s activities followed by the presentation of the results of the gender analysis through the GMEF by Dr. Mary Grace Goño in collaboration with Mr. Jerry Napay, IRGO Director who assisted in the stats calculation. As per results, the College still has a long way to go to fully mainstream GAD perspectives that will pave the way for gender equality thereby contributing to the development of “a gender responsive Philippines where women and girls are recognized, valued, and empowered as agents of positive change” (PCW Mission).
Outputs per domain were presented by the respective VPs of the College; while the output of the President Domain was presented by Mr. Wieson Resultan, Executive Assistant of the College President. Prof. Jomar Mamauag presented the Faculty Association’s proposed Team Building Activity in collaboration with the GAD Office as requested by the Faculty Trustee, Hon. Eduardo Almazar, who graced the workshop during the first day, October 2, 2024.
Dr. Mabunga also presented the Basics of Global Citizenship Education, emphasizing the integration of necessary knowledge and skills in the curriculum as we prepare our students in becoming global citizens living in a global village. Prof. Roxas gave the Workshop Synthesis afterwards.
A quick Open Forum session followed after the Output Presentation. Queries coming from Mr. Joseph Quilles, OIC-Director of General Services, and from Engr. Justin Lim, about the hiring of fresh graduates to teach major subjects and its implication in quality instruction and the alarming response of the first batch of ECE graduates of the College re: obtaining work with no mention of taking the ECE Licensure Examinations and its implication on the College Performance Targets were addressed by VPAA Santos and VP PRELQAP Mabunga respectively. VPAA Santos responded to Mr. Quilles’ query that it won’t be the first time that the College hires fresh graduates as it has done so in the past; while VP PRELQAP Mabunga responded to Engr. Lim’s concern by thanking him first and then stating that the College ought to encourage these graduates in taking the ECE Licensure Examinations or the College could forge a partnership with a review agency/institution to help them. Impressions from the participants per domain were given with the new internal auditor, Mr. Rochie DC. Cabilangan, representing the President Domain; Mr. Jeffrey Bartolome, Records Officer, from the VPAF Domain; Dean Ernani Añonuevo from the VPAA Domain, and Dr. Edith Villamor from the VP PRELQAP Domain. All of them lauded the efforts extended to make the workshop successful with special mention to the hardworking committee who saw to the needs and comfort of the participants; and with one suggesting that the solidarity night be planned more to motivate all participants to attend the event.
Finally, Dr. Mabunga presented the results of the workshop evaluation while taking note of the feedback from the participants, especially those that speak of areas which need more attention as these are opportunities to improve future workshops. The 3-day workshop ended with a photo-op for the entire team posing for posterity after the three VPs delivered their Closing Remarks.
