MEMBERS

Regular education staff shall be eligible to apply for membership to the Education Staff Welfare Scheme. Membership to ESWS shall be permanent except in cases of transfers out of Education Ministry or resignations/retirements/terminations from service.

Membership Application Procedures

All applications procedures described hereunder for the operation of the ESWS shall be enforced strictly.

Membership Application

Applications to ESWS membership shall be submitted through the respective DEO, Head of Institute or the Head of AFD as the case may be. Applications must be accompanied by the following documents:

  • Declaration of Membership Form: Form ESWS/1.A
  • Declaration of Direct Family Member Form: Form ESWS/1.B

7.2.2 Applications must attach the following supporting documents:

  • A copy of the marriage certificate if the spouse has been identified in Form ESWS 1.B
  • Copies of citizenship ID card of the member, member’s spouse and members parents.

DEOs/Head of Institute/Head of AFD shall note and certify the forms and forward them to the ESWS Manager

ESWS will not accept membership, for applicant directly enrolled as a member without any proper notification to the ESWS office

The concerned Dzongkhag Accounts Officer shall deduct the monthly contributions of members @ 150/- from the salaries of the members and forward them to the ESWS Manager before the 15th day of the each month. The monthly contributions shall be accompanied by a list of members making the contribution. Any transfer of the members should be reflected in the monthly recovery schedule.

Monthly Contributions

As membership contributions to the ESWS, members shall contribute Nu.150/- per month. Monthly contributions shall be deducted at the salary disbursement source and forward to :

  • Heads of ESWS under Administration & Finance division (AFD), Ministry of Education for the ESWS members in the Education headquarters and institutes under the direct administration of the headquarters like the National Institute for Visually Impaired.

Monthly contributions so collected shall be submitted to the Manager, ESWS, by bank draft, cheque before the 15th day of each month.


Termination/Withdrawal of Membership

The member may voluntary withdraw from ESWS membership provided that the member had not availed any kind of Semso during its tenure and shall be reimbursed the cumulative total of the member monthly contributions after submitting the Refund Form (Form ESWS/3) along with their ID copy and Last pay slip duly verified by the concerned Accounts Officer.

In the event of a member death or expulsion, the cumulative total of the member’s monthly contribution shall be paid to the members authorized nominee as reflected on the Declaration of Direct Family Member Form.

Once a member withdraws from the scheme on voluntary basis, the scheme shall not accept their membership into the scheme thereafter.

The Management Committees shall have the right to expel members from the ESWS for one or more of the following reasons:

  • Deceiving the members with false information regarding ESWS.
  • Being held responsible for any misdemeanor.
