The Creative Arts Programme (CAP) aims to nurture talented young writers in Singapore. It is organised by the Gifted Education Branch, Ministry of Education Singapore. Successful applicants to the CAP Seminar will have the opportunity to learn from academics, writers and artists in related fields. The CAP Seminar is offered for both EL participants (Sec 2, 3 & JC1) and MTL (CL, ML, TL) participants (Sec 2 & 3). Sec 3 students who have attended CAP in Sec 2 are NOT allowed to apply again.
The 2026 Seminar is non-residential. Participants must be available on 15 May 2026 (PM) to attend a mandatory online pre-Seminar briefing and engage in learning activities. Between 18 May to 2 June 2026, participants may be given tasks to complete in preparation for the Seminar. From 2 to 5 June 2026, participants will attend in-person sessions across the 4-day Seminar. Before applying for CAP, students should ensure that they are free to attend the 15 May (PM) session and the full duration of the 4-day CAP Seminar.
2026 Seminar participants may also apply for the CAP Mentorship 2026-27, a 9-month attachment with an established writer. To be selected, interested Seminar participants will submit a portfolio of their creative works. More information about the CAP Mentorship will be released at the Seminar.

INSTRUCTIONS FOR STUDENTS
1. Seek permission to apply for CAP through the CAP Liaison Teacher, the designated point of contact between CAP and the school.
2. Ask a relevant teacher to write you a personal recommendation. Your Teacher Recommender should be able to comment on your abilities as a creative writer.
3. Download the Infopack from https://go.gov.sg/2026-cap-sec-infopack to prepare the following BEFORE submitting the online application:
1) personal statement responses (See page 2 for questions)
2) creative writing portfolio in one PDF document (.pdf, Max 3MB)
3) email address of your CAP Liaison Teacher
4) email address of your personal Teacher Recommender
4. Go to https://go.gov.sg/2026-cap-sec-app to fill in the application on FormSG by 2 Feb 2026, 5pm.
5. Check that you receive the confirmation email. If your school/.edu account blocks automated emails, re-submit the application with a personal email. If you resubmit the application for any reason, include “RESUBMITTED Your Name” in your name field. The assessors will use that entry and disregard earlier ones.
6. Copy the RESPONSE ID from the confirmation email and key it into Form A. (Infopack, page 3). Provide this copy of Form A and your portfolio to your personal Teacher Recommender.
INSTRUCTIONS FOR CAP LIAISON TEACHERS
1. Check that the school has given permission for each interested student to apply to the CAP Seminar.
2. Direct your students to follow the application procedures stated above. Ensure that they read through the requirements on the 2026 CAP Sec Infopack.
3. Refer to the instructions below if you are also the Teacher Recommender of the applicant.
INSTRUCTIONS FOR TEACHER-RECOMMENDERS
1. Check with the CAP Liaison Teacher that permission has been granted for the student to apply.
2. Review the student’s portfolio and ensure that he/she has given you the RESPONSE ID from his/her confirmation email.
3. Submit your recommendation of the student at https://go.gov.sg/2026-cap-sec-tr by 9 Feb 2026.
4. Check your inbox for the confirmation email.
