High-quality instructional materials are rigorous, standards-aligned resources that provide a clear foundation for teaching and learning. They provide clear guidance for teacher practice, support collaboration, and ensure consistency across classrooms. When used as designed, they help close achievement gaps and make learning more meaningful for both teachers and students.
Milwaukee Public Schools has adopted high-quality instructional materials (HQIM) across all content areas. Teachers are expected to use these resources, along with their embedded instructional approaches, to deliver core instruction in subjects such as mathematics and reading.
In Spring 2023 Milwaukee Public Schools adopted the following materials to be used during the core instructional block for mathematics.

District Adopted HQIM for Reading
HMH Into Reading (K–5) and HMH Into Literature (Grades 6–8) will provide integrated reading, writing, and word recognition supplemental materials for the 2025–2026 school year, alongside Structured Literacy supports. In addition, teachers will use Language Essentials for Teachers of Reading and Spelling, Third Edition (LETRS-3E), Volume 1 to strengthen instructional practice.
