District Identification Plan - “How are students identified?”
The district accepts referrals, screens and identifies, or screens and reassess students who perform or show potential for performing at high levels of accomplishment in the areas of superior cognitive ability, specific academic ability, creative thinking ability, and/or visual and/or performing arts. The district must follow policy and procedures established in Ohio Administrative Code 3301-51-15 which specifies that assessment instruments must come from the list approved by the Ohio Department of Education. District policies for gifted education and identification are outlined in the Maumee City Schools Board Policy Manual (Section 2464).
In Ohio, districts must screen all students at least once in grades K-2 and at least once in grades 3-6 in the areas of superior cognitive ability, specific academic ability in math and reading and/or writing, and creative thinking ability. In Maumee City Schools, these whole grade screenings will occur in grades two and five, respectively. From these whole grade screenings, a student can be identified or recommended for retesting.
Retesting
The State of Ohio determines the criteria for giftedness as well as the qualifying scores on approved tests. Students may score in a “screening range” on an approved test, which will automatically qualify them for retesting using another approved testing instrument within that domain. Parent permission to assess will be obtained before any individual retesting assessment takes place. Because STAR Reading is administered three times per year, all students in grades 3-8 are automatically rescreened repeatedly throughout the year.
Referral
A student in any grade level may be individually referred by a teacher, parent, or the student for gifted screening and identification per state guidelines in any of the required identification areas. The district shall provide at least two opportunities each year for assessment in the case of students requesting assessment or recommended for assessment by teachers, parents, or self. The district will screen students individually referred for gifted identification within 90 days of referral by a trained individual using state-approved assessments and criteria. Parent permission to assess will be obtained before any individual referral assessment takes place. Parent notification of testing results will be by mail within 30 days of district receipt of student test results.
