Award Administration Information:
Grant Review and Selection Process:
Eligible applications are reviewed, evaluated, and competitively scored by a review committee using a scoring matrix. Applications selected to receive a grant award will be considered under a contract with NMC in compliance with the Commonwealth of the Northern Mariana Islands regulations and the existing terms of NMC's EPIIC grant. NMC reserves the right to reward all, part, or none of the available grant funding during this grant round. In cases where the ranked applications may "tie," NMC reserves the right to consider the sections "Proposal Plan and Identification of Need" scoring independently to determine placement. To avoid disqualification, all application areas must be concise, complete, and follow all formatting rules. Denial letters will be sent to teams that are not funded.
Grant Commencement and Duration:
Project implementation must be initiated within two weeks (fourteen days) after the first payment is awarded. At NMC's discretion, the grantee risks losing the award if the project does not commence as required. All grant funding must be spent by May 8, 2026.
Fiscal Responsibilities:
All recipients of funding are required to liaise regularly with the NMC CREES Administrative Unit and the NMC EPIIC Program Coordinator to establish and maintain accounting systems and financial records to accurately account for awarded funds. Any deviation from the approved budget requires prior approval from the NMC EPIIC team. All grant awards are subject to audits during and within three years after the grant award reporting period has concluded, and these will be in compliance with NMC's auditing policies and procedures.
Reporting Requirements:
All recipients of funding are required to submit a mid-progress report, a mid-progress expense report, a final report, and a final expense report. The final report is due within thirty (30) days after the project period. Fiscal reports must include an accounting of both grant funding and match that has been expended. The mid-progress report and final report must include the performance measures proposed in the "Proposal Plan" section of the application. NMC maintains the right to withhold statements if reporting requirements are not met in a timely and effective manner.
