Enabling Pop-up Windows

STEP 1: Click Pop-up Notification

When Chrome blocks a pop-up, it'll notify you of this action at the right of the menubar.

STEP 2: Always Allow Pop-ups

Click the radio button to Always allow pop-ups from the site you're currently browsing.

If you do not see the blocked pop-up notification

STEP 1: Open Site Settings

Click the lock or not secure button next to the URL of the website you are visiting in the Chrome menubar, then click site settings.

STEP 2: Allow Pop-ups

Scroll down the list of options until you find Pop-ups and redirects. Change the dropdown menu from Blocked to Allow. Close the tab when finished and retry to trigger the pop-up.
