BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE POSITION (Job Summary)
Core Functions
Coordinate the preparation and submission of a status and progress report on plan implementation to inform management of action needed towards plan accomplishment.
Assist in the preparation of the final draft of the Annual Implementation Plan (AIP) and subsequent adjustments based on the output of the Division Planning.
Provide technical support to the Division Planning Team in the preparation of the Annual Accomplishment Report of the schools division for submission to Regional Management.
Prepare reports related to planning as may be required by the Central and Regional Offices, and other partner organizations.
Provide continuing technical support to users of the web-based education information system (eBEIS) by responding to their queries and coaching them on its maintenance and utilization.
Support Functions
Attend Seminars/Workshops/Trainings.
Involvement in Accreditation/ISO and other related activities.
Attend flag ceremonies and other relevant university activities.
Other ad hoc tasks.

DUTIES AND RESPONSIBILITIES
Strategic Planning and Performance Measures
Responsible for developing and delivering strategic and cross-functional planning to ensure key activities and resources are appropriately directed towards achievement of the University's thrusts and priorities;
Provides technical assistance to the Planning Officer III in the following areas:
Analysis of relevant key data/statistics needed as inputs for the strategic, tactical, and operational planning of the University;
Development and implementation of M&E tools to track and report progress of implementation of targets (e. g. physical targets, strategic plan, development plan, operational plan etc), and highlight issues, risks and areas requiring resolution and/or replanning;
Ensuring alignment between strategic/development plan, University priorities and department plans;
Conduct of annual planning process where planning, budget, operations, resourcing and risk management activities are integrated; and
Effective implementation of University's SPMS.
Consolidates, and finalizes the initial targets for the grant of Performance Based-Bonus (PBB).
Assists in the performance of the secretarial functions of the PDO to the Performance Management Team (PMT) including but not limited to the pre-calibration/assessment of the OPCRs and preparation of notices and minutes of meetings;
Conducts policy researches to ascertain effectiveness of existing policies or to recommend new policies and develop recommendations based on research conducted; and
Performs other related tasks that may be directed by higher authorities from time to time.
Data Management and Governance; Compliances
In close coordination with the Management Information System Office and other key offices, provides technical assistance to the PDO in collecting, organizing, protecting, and sorting accurate and updated University data;
Ensures the availability of accurate and updated information and/or data as input to management decision;
Provides technical assistance in managing the availability, usability, integrity and security of the data;
Assists in the finalization of the University's Annual Report;
Consolidates, finalizes and/or submits all reports emanating from the PDO and as required by monitoring and regulatory agencies of the national government such as the DBM, CHED, CSC, NEDA, among others
Conducts policy researches to ascertain effectiveness of existing policies or to recommend new policies and develop recommendations based on research data; and
Performs other related tasks that may be directed by higher authorities from time to time.

Under general supervision:
Review and analyze key programs and projects to determine relevance, value and consistency to the overall thrust and mandate of the University.
Monitor and review the performance of operating units in terms of targets set and accomplishments.
Assists in the development of program/project concepts/terms of reference and framework that will address or respond to issues and concerns based on outcome of research studies and surveys.
Prepares accomplishment, implementation and monitoring reports.
Assists in collecting information and data on the goals and objectives of the University.
Monitors and validate plans and accomplishments.
Maintains data bank on planning matters and prepared analysis of such.
Performs other functions as may be assigned.
