POLICY DIRECTIONS
These goals, also known as the SDGs, aim to end poverty, protect the planet and ensure prosperity for everyone by 2030. At Sightsavers, we make sure all our work helps to achieve these goals.
AmBisyon Natin 2040 represents the collective long-term vision and aspirations of the Filipino people for themselves and for the country in the next 25 years. It describes the kind of life that people want to live, and how the country will be by 2040. As such, it is an anchor for development planning across at least four administrations.
AmBisyon Natin 2040 is a picture of the future, a set of life goals and goals for the country. It is different from a plan, which defines the strategies to achieve the goals. It is like a destination that answers the question “Where do we want to be?”. A plan describes the way to get to the destination; AmBisyon Natin 2040 is the vision that guides the future and is the anchor of the country’s plans.
AmBisyon Natin 2040 is the result of a long-term visioning process that began in 2015. More than 300 citizens participated in focus group discussions and close to 10,000 answered the national survey. Technical studies were prepared to identify strategic options for realizing the vision articulated by citizens. The exercise benefitted from the guidance of an Advisory Committee composed of government, private sector, academe, and civil society.
The PDP 2023-2028 is a plan for deep economic and social transformation to reinvigorate job creation and accelerate poverty reduction by steering the economy back on a high-growth path. This growth must be inclusive, building an environment that provides equal opportunities to all Filipinos, and equipping them with skills to participate fully in an innovative and globally competitive economy.
The National Framework for Physical Planning (NFPP) evolved from the National Physical Framework Plan (NPFP) which was prepared by the National Land Use Committee (NLUC) in 1992 and adopted as a planning document through Presidential Proclamation No. 65, entitled “Approving the National Physical Framework Plan for 1993 to 2022”.
The NPFP was a response to the presidential directive to formulate an integrated national land use policy agenda that would guide the allocation, utilization, development and management of the country’s physical resources. However, with the emergence of new laws, sectoral plans and policies, the NLUC recognized the urgency of refining and updating the NPFP in order to make it more responsive in guiding decisions on the use, allocation, management and development of land resources. As a result, in 1997, six interagency technical working groups (TWGs) were created to draft the document. It was, however, at this point that a National Framework for Physical Planning (NFPP) was deemed more appropriate and relevant as a planning document. After a series of meetings and workshops within and among the various TWGs to complete the NFPP, the document was further subjected to various forms of consultations from other government agencies/entities, academic institutions, private sector and non-government organizations.

The RDP 2023-2028 is a plan to boost CALABARZON’s economy and steer it back on a high-growth path using the lessons learned during the pandemic. It prioritizes job creation and poverty reduction, consistent with the current Administration’s 8-Point Socioeconomic Agenda and the country’s long-term vision of a Matatag, Maginhawa, at Panatag na Buhay, or the Ambisyon Natin 2040.
LAGUNA STATE POLYTECHNIC UNIVERSITY
STRATEGIC OBJECTIVES
MANDATE: The Laguna State Polytechnic University (LSPU) provides advanced education, professional, technological and vocational instruction in agriculture, fisheries, forestry, science, engineering, industrial technologies, teacher education, medicine, law and sciences, information technology and other related fields. Submission of OPCR (Office Performance Commitment and Review) LSPU SC
Objective: To efficiently monitor the submission of OPCRs and track their status.
1. Print the OPCR clearly on A4 bond paper.
2. Have it signed in ink by the Unit Head (or Director). [This differs from the RL process where the requester must upload first and download with qr code before signing.]
3. Scan it into a single PDF file.
4. Rename the file using format RRRR-CCC-UUU-YYYYNN-xxx-LLL-n.pdf

5. Upload this file to your designated Google Drive.
6. Open https://nexus.lspusys.com using the account of the Unit Head.
7. Click DOCUMENT TRACKING.
8. Click CREATE
9. In the PURPOSE field, type the same file name (RRRR-CCC-UUU-YYYYNN-xxx-LLL-n). This is the same as in #4 without the ".pdf".
10. Select YOUR campus in the FORWARD TO area.
11. Select PLANNING AND DEVELOPMENT OFFICE.
12. Attach the PDF file in #4.
13. Click CREATE.
14. Submit the hard copy of OPCR to the Planning and Development Office.
15. If the Planning Officer reports to the campus, all submitted hard copies will be cross-checked with the document tracking system. Your OPCR is deemed valid once it is marked RECEIVED by PDO in the Document Tracking System.
16. A printed duplicate of OPCR will be forwarded back to the unit after processing (Rated by the Performance Management Team and signed by the President). The same will be done in the DTS.
File Naming Guide
In line with our goal of maintaining a centralized repository of documents and ensuring easy future retrieval, we propose implementing a standardized file naming convention for scanning and saving reports in pdf format, particularly OPCR and QPRO.
Other objectives are:
1. Improve file management efficiency.
2. Quickly identify your files and files that are being forwarded to you.
3. Approval level identification.
4. Searchability.
5. Prevent misplaced and lost reports.
6. Easy sorting of files.
