The Research Agenda of Leyte Normal University, as embodied in the Leyte Normal University Research Agenda (LNURA) 2025–2029, approved by the Board of Regents through Board Resolution No. 1729, s. 2025, signed on June 11, 2025, explicates the following well-defined objectives:
To develop and institutionalize a concrete, inclusive, and ethical research culture among faculty, students, and other stakeholders of the University.
To provide clear directions to the University relative to research, innovation, and creative works programs and activities.
To respond to the University’s research needs by generating evidence-based outputs that contribute to the improvement of policies and practices through cooperation and collaboration with identified local, national, and international partners.
To integrate knowledge and praxis of sustainable development in education, arts and sciences, and management and entrepreneurship in response to the socio-political, economic, cultural, and environmental issues of the 21st century.
To align institutional research initiatives with national and global development frameworks, including the Philippine Development Plan (2023–2028), the United Nations Sustainable Development Goals (SDGs), the National Innovation Agenda and Strategy Document (NIASD 2023–2032), and the DOST Harmonized National R&D Agenda (HNRDA 2022–2028).
To promote interdisciplinary, inclusive, and impact-driven research that advances community development, policy influence, innovation, and technology transfer.
To enable the University to produce high-quality research outputs that advance learning, national and regional development, and enhance the global competitiveness and international comparability of Philippine higher education.
The University’s Research Agenda covers the period 2025–2029, and shall take effect immediately upon approval by the Board of Regents.
Formulation of Leyte Normal University
Research Agenda 2025-2029
To ensure that the research agenda is responsive, evidence-based, and inclusive, LNU undertook a university-wide, participatory, and phased process:
Phase 1: Document Analysis (January 2024 - June 2024)
The Office of Research and Innovation, in collaboration with College Research Coordinators, conducted a thorough review of institutional documents and external frameworks to identify and consolidate preliminary research areas.
Phase 2: Stakeholders’ Consultation (December 11-13, 2024 – Agenda Setting: 2025-2029 theme: Innovation Solutions for Sustainable Development and Inclusive Growth)
Identified research priorities were then validated through multi-sectoral consultations with stakeholders including government agencies (DOST, NEDA,
DepEd), LGUs, academic partners, faculty, students, and community representatives. Their collective insights helped refine the priority research areas.
Phase 3: Data Consolidation and Framework Design (December 14-19, 2024)
Thematic analysis was applied to integrate findings from the previous phases, resulting in the development of an updated and cohesive research
framework that articulates interdisciplinary and high-impact research themes.
Phase 4: Review, Finalization, and Dissemination ( May 5-26, 2025)
The consolidated research agenda was reviewed by the Research Council and endorsed to the LNU Board of Regents for final approval. Once approved, the
agenda will be disseminated to the academic community for implementation and integration into institutional research strategies.
The LNURA 2025–2029 is a product of collaborative planning and foresight, ensuring that LNU’s research ecosystem remains dynamic, impactful, and globally attuned. It builds upon the legacy of the University’s earlier research agenda (2016–2020) while setting a higher bar for quality, inclusivity, and innovation in the years ahead.
