REVIEW, ASSESSMENT AND AGENDA SETTING IN HIGHER EDUCATION RESEARCH
Leyte Normal University (LNU) held a significant three-day activity from December 11 to 13, 2024, titled "Review, Assessment, and Agenda Setting in Higher Education Research". The initiative aimed to enhance the university’s research capacity and strategic direction by aligning its research priorities with institutional, national, and global goals. Through a systematic evaluation and planning process, the activity underscored LNU’s commitment to fostering innovation and strengthening its research culture.
The event revolved around three main components. First, a comprehensive year-end review of the Office of Research and Innovation was conducted to evaluate its accomplishments, identify challenges, and explore opportunities for improvement. This assessment provided a platform for LNU faculty researchers to define institutional research priorities and ensure alignment with regional, national, and global development goals. Second, the event actively engaged diverse stakeholders, including representatives from the private and public sectors, faculty members, students, and collaborators. By gathering insights from these groups, the university ensured that its research agenda was inclusive and reflective of collective aspirations while addressing pressing societal needs. Lastly, the activity culminated in the development of a detailed operational plan. LNU actively participated in the 2024 RDLead Conference and Year-End Assembly held on December 9, 2024, at the Century Park Hotel Manila, reaffirming its commitment to advancing research and development. This annual gathering served as a platform for knowledge-sharing, collaboration, and strategic discussions aimed at strengthening the country’s R&D ecosystem. Through expert mentorship and capacity-building initiatives, the RD Leadership Program continues to empower institutions, equipping researchers with the skills and support needed to drive innovation. By taking part in this event, LNU reinforces its role in fostering scientific excellence and contributing to the nation’s growing science and technology landscape.

TRAINING MEDIA DEVELOPMENT: TRANSFORMING SCIENTIFIC PAPERS TO POLICY BRIEFS, FOLIOS; PUBMATS AND VISUALS
Leyte Normal University (LNU) has launched the Knowledge Creation and Innovation Center (KCIC) under the Office of Research and Innovation (ORI), as per LNU BOR Resolution No. 1385, Series of 2022. The KCIC is a crucial initiative designed to bridge the gap between academic research and practical application, with a significant focus on its Technology and Business Incubation Office (TBI).
LNU-TBI is dedicated to stimulating job creation, nurturing entrepreneurship, and encouraging collaborations between the public and private sectors. As a research-oriented institution, LNU-TBI aims the effective translation of research findings into practical applications and informed decision-making, which are essential for societal advancement. However, the intricate details, specialized terminology, and dense formatting of scientific papers often create barriers to their accessibility and comprehension by policymakers, stakeholders, and the general public. To effectively address this impediment, there is a critical need for a specialized training in Media Development that focuses on transforming scientific papers into policy briefs, creating folios, and producing publication materials and visuals.
Last November 28-29, 2024, the Leyte Normal University through the Office of Research and Innovation spearheaded a training on Training Media Development: Transforming Scientific Papers to Policy Briefs, Folios; Pubmats and Visuals to address the above concerns on the Technology and Business Incubation Office (TBI).

Empowering Youth, Driving Climate Action: A Journey from COY19 to COP29
Dr. Jonas P. Villas of Leyte Normal University had the privilege of representing youth voices at two major climate events held in Baku, Azerbaijan. From November 7-9, 2024, he served as the Programme Lead at the 19th United Nations Conference of Youth (COY19), a global platform under the UNFCCC that convenes young leaders and climate advocates. In this role, he oversaw workshops, plenary sessions, and discussions focused on youth leadership, climate justice, and the transition to a green economy. Additionally, he delivered a talk on “Youth Power + Communication + Digital Space,” for which he was awarded a Certificate of Recognition.
Following COY19, Dr. Villas participated in the 29th Conference of Parties (COP29) from November 11-18, engaging with international policymakers, stakeholders, and climate finance experts. A key highlight was his involvement in policy discussions, including a luncheon with the Philippine Congress Delegation, where the topics of carbon markets and green bonds as financial tools for sustainable development were explored. He also conducted a pavilion audit to identify and establish youth champions among exhibitors, ensuring that youth contributions were recognized within the broader COP agenda.
This travel, funded by YOUNGO, strengthened youth networks, amplified advocacy efforts, and reinforced the importance of integrating young leaders into global climate governance. Dr. Villas returned to the Philippines on November 19, 2024, bringing back valuable insights and strategic connections that will contribute to future climate initiatives.

Leyte Normal University (LNU) has solidified its commitment to innovation and intellectual property (IP) development by joining the Innovation and Technology Support Office (ITSO) network of the Intellectual Property Office of the Philippines (IPOPHL). The university’s journey as a certified ITSO member began with a Patent Specification and Claim Drafting Workshop from November 4–6, 2024, followed by the formal turnover of a Memorandum of Agreement (MOA) during the ITSO Regional Meeting on November 7, 2024, at the LNU Admin Ballroom Hall. LNU President, Dr. Evelyn B. Aguirre, accepted the MOA from IPOPHL, marking a milestone in the university’s mission to foster research-driven innovations that contribute to inclusive growth and societal sustainability.
As an ITSO member, LNU aims to enhance IP generation within the academic and research sectors, focusing on patents and utility models that drive regional and national innovation. This initiative aligns with the country’s goal of increasing the visibility of Filipino inventions in the global patent system.

IPOPHIL VISIT
On July 18, 2024, at 1:30 PM, the Intellectual Property Office of Leyte Normal University (LNU) had the honor of receiving distinguished guests from the Intellectual Property Office of the Philippines (IPOPHIL). The visit was graced by Ms. Maria Leidy L. Caballes and Mr. Dindo Dumali, representing IPOPHIL, along with Mr. Romeo Padullo from the Intellectual Property Satellite Office in Tacloban.
Dr. Lina G. Fabian, Vice President for Research, Innovation, and Extension at Leyte Normal University, warmly welcomed the delegation. Accompanying Dr. Fabian were the dedicated Research Coordinators and staff of LNU's Intellectual Property Office: Ms. Vanessa M. Tagaro, Ms. Kristel Joyce P. Cabacang, and Ms. Sheba D. Bato. Their presence underscored the university's commitment to advancing research and innovation in alignment with national intellectual property standards.
The meeting, which lasted until 2:30 PM, was marked by fruitful discussions and exchanges of ideas on how the university could further develop its intellectual property capabilities. The visitors expressed their appreciation for the warm hospitality and the proactive stance of LNU in promoting intellectual property rights. The meeting concluded on a positive note, with both parties looking forward to future collaborations that will benefit not only the university but also the broader academic and research community in the region.

Conducted a 2-week field work for the implementation of the external project entitled “Sustainable Tourism Assessment of Buga-buga Hills”
The CTERTI Director joined in the 2-week field work for the implementation of the external project entitled “Sustainable Tourism Assessment of Buga-buga Hills”. The series of activities from July 9- 21, 2024, consists of series of courtesy calls, and field works aimed at establishing rapport with key local government officials and stakeholders. The delegation's itinerary was strategically planned to ensure comprehensive engagement with the municipal and barangay leaders, fostering a collaborative environment for the initiatives ahead.
The fieldwork commenced in Barangay Buga-Buga with an exploratory visit to Buga-Buga Mountain. Accompanied by delegates from the Municipal Environment and Natural Resources Office (MENRO) and the Tourism Office, the research team embarked on a mission to assess the forest by photo documenting the local flora and fauna. Plant specimen was collected for proper identification and herbarium making. The fuana assessment was done by documenting the sightings of different animals. The collaboration with MENRO and the Tourism Office facilitated access to key areas and ensured that the team adhered to local environmental guidelines. This partnership was crucial for the successful execution of the fieldwork, providing both logistical support and local expertise. During the visits, the team meticulously studied and collected various specimens, especially those needing proper identification on both plant and animal life. Some team members stayed overnight to better observe and document the nocturnal activities of the fauna. This extended stay allowed for a more comprehensive understanding of the biodiversity in the area. To preserve the collected plant samples, the team employed preparation techniques for herbarium making, including specimen collection, pressing, and drying. These techniques were essential for maintaining the integrity of the samples, enabling further study and documentation. The thoroughness of these methods ensured that the collected specimens would be valuable for future research and conservation efforts.

PATENT INFORMATION SEARCH AND CLAIMS DRAFTING WORKSHOP
The Patent Information Search and Claims Drafting Workshop, held from July 3 to 5, 2024, at the IPOPHIL Multi-purpose Hall in McKinley Hill Town Center, Fort Bonifacio, Taguig City, was a comprehensive three-day event aimed at enhancing participants' knowledge and skills in patent search and drafting. This workshop was pivotal for inventors, researchers, and professionals involved in intellectual property management. Institutions who are partners of IPOPHIL or the ITSO (Innovation & Technology Support Office) were given the privilege to be part of this workshop.
The workshop commenced with a session on patent search techniques. Participants were introduced to various methods of searching and using patent databases effectively. The session emphasized the importance of thorough patent searches to identify the closest prior art related to their inventions. Understanding the landscape of existing patents is crucial in determining the novelty and patentability of an invention. Participants engaged in hands-on exercises using different patent databases, learning how to navigate these resources to gather relevant information efficiently.

The Batch 2 Writeshop on Collaborative Crafting of Journal Papers, organized by the Visayas Mindanao Consortium for Journal Publishing, Inc., was held on July 3 and 4, 2024, at the Jose Rizal Memorial University in Dapitan City. This event brought together educators and researchers from various State Universities and Colleges (SUCs) across the Visayas and Mindanao regions. The focus of the workshop was to foster collaboration in research and enhance the quality of journal papers, ultimately contributing to the academic advancement of these regions.

Dr. Myra A. Abayon, Director of the Center for Teacher Education, Research, Technology, and Innovation (CTERTI), and Dr. Lina G. Fabian, Vice President for Research, Innovation, and Extension, actively participated in the 3-day Research and Innovation Competitiveness Summit held at Sequoia Hotel Manila Bay in Parañaque City. This prestigious event brought together thought leaders, policymakers, academics, and industry stakeholders to address the pressing challenges and opportunities in the realm of research and innovation in the Philippines.
The summit served as a platform to discuss the unique challenges faced by institutions and organizations in fostering innovation, including gaps in funding, infrastructure, and policy support. Experts shared practical solutions and best practices designed to overcome these barriers, aiming to strengthen the country’s innovation ecosystem. This is a preliminary visit launching a joint project between Leyte Normal University and the National Research Council aiming to undertake a comprehensive biodiversity and sustainable tourism initiative in Villaba, Leyte, specifically at BugaBuga Hills, Barangay Jalas and Barangay Campurog. Leading the team were Dr. Lina Fabian, the Vice President for Research, Innovation, and Extension; and Dr. Jonas P. Villas, the project leader. Other team members are Dr. Myra Abayon, Prof. Facundo Rey Ladiao, Prof. Ma. The inception meeting and Memorandum of Agreement (MOA) signing for the external project titled “Sustainable Tourism Assessment of Buga-Buga Hills” marked the official launch of a collaborative effort aimed at promoting sustainable tourism practices in the region. This significant event brought together key stakeholders, including Hon. Anna Victoria Veloso-Tuazon, Representative of the 3rd District, alongside representatives from the Mayor’s Office and the Tourism Office.
The project seeks to assess the potential of Buga-Buga Hills as a sustainable tourism destination by focusing on environmental conservation, cultural heritage preservation, and community engagement. Through this initiative, stakeholders aim to develop strategies that balance tourism growth with ecological and social sustainability.
During the meeting, the participants emphasized the importance of shared responsibilities and partnerships between local government units, community leaders, and experts. Hon. LNU-ORIE, in partnership with Center for Teacher Education Research, Technology, and Innovation (CTERTI, successfully held the second phase of its Writeshop series on proposal development from May 15-17, 2024, at the LNU Administration Ballroom. The event aimed to enhance faculty members' skills in crafting competitive grant proposals, advancing LNU’s commitment to research and innovation.
Dr. Brian S. Bantugan, Research Director of St. Paul’s University Manila, served as the resource speaker , offering expert insights on topics such as grant strategy, financial planning, and impactful writing. Participants engaged in interactive sessions, presenting draft proposals and receiving constructive feedback to refine their work.
Building on the first phase held in March 2024, this second phase focused on deepening participants’ understanding of competitive proposal development, underscoring LNU’s dedication to professional growth and research excellence.

The Collaborative Crafting of Journal Papers, organized by the Visayas Mindanao Consortium for Journal Publication, Inc. on April 29-30, 2024, at Negros Oriental State University, Dumaguete City, brought together research enthusiasts from various State Universities in Visayas and Mindanao. This gathering aimed to accelerate research outputs through collaborative efforts.
The event commenced with preliminaries that set an intellectual tone for the days ahead. Dr. Ludito Ramirez of Southern Leyte State University welcomed participants, highlighting the consortium's role in enhancing each university's research output, a crucial factor for international university rankings.
The first day saw productive discussions as participants presented individual research papers open for collaboration. Grouped by research field, papers like "Reflection and Relevance: A Narrative Analysis on Kuratsa Dance of the Waraynon" by Mr. Daril Formanes and "The Weight of Expectations: Exploring Stress Levels in Public Secondary School Teachers" by Miss Jill Christine Miralles from Leyte Normal University were acknowledged for collaboration. PROJECT MARKET: Mobilizing Accessible Resource Knowledge and Entrepreneurial Training
The first consultative meeting for Project MARKET took place at Leyte Normal University's Office of Research and Innovation on April 19, 2024. This initiative aims to empower the EVSU-adopted community through entrepreneurial training and resource mobilization, fostering economic growth and resilience.
During the meeting, the Expert Panel reviewed an impact study focusing on its effectiveness in Barangay Barugohay Norte. Financial literacy and branding were highlighted as key components. Dr. Villas presented the methodology and survey results, illustrating the program's positive impact on income levels and entrepreneurial skills.

Spearheaded by Ms. Ma. Chrischelle F. Bullecer, the visionary IPO General Manager, and meticulously organized by the Intellectual Property Office, this gathering on February 28, 2024, represented a pivotal moment in nurturing a culture of innovation and knowledge dissemination within the College of Arts and Sciences.
Dr. Lina G. Fabian, Vice President of the Office of Research, Innovation, and Extension, set the tone with a welcome message underscoring the paramount importance of IP rights in propelling innovation and economic prosperity forward. Esteemed speakers such as Mr. Romeo Jason L. Padulla and Ms. Ma. Chrischelle F. Bullecer delved deep into IP forms and patent searching tools, while Mr. Jefferson E. Flores demystified utility model applications.
Dr. Jonas P. The symposium on Intellectual Property (IP) and sustainable development in the Philippines was held last April 15-19, 2024 at Cagayan de Oro City. It was a journey of enlightening discussions and profound insights. Atty. Emma Francisco unveiled the challenges and opportunities of the Philippine IP system, followed by Atty. Daniel Hofilena's exploration of patents' role in innovation. Atty. Joan Janneth Estremadura highlighted trademarks' significance in ethical business practices. Atty. Hofilena returned to discuss copyright's impact on development.
The second day focused on patents and innovation, with sessions by Atty. Editha Hechanova and Atty. Christopher Cruz provides practical insights. Atty. Leslie Anne T. Cruz emphasized patents' role in local development, and ethical practices were highlighted by Atty. Hechanova.
Day three centered on trademarks, featuring Atty. Edmund Jason Baranda and Atty. Joan Janneth Estremadura guiding attendees on trademark prosecution and office actions. Atty. Irma Vera Morcillo discussed geographical indications.
The fourth day delved into copyright and related rights, covering topics such as AI creations, traditional knowledge, international treaties, and licensing agreements. The day concluded with Engr. Kenbert Alan Ting's session on IP valuation.
Throughout, the symposium underscored IP's pivotal role in sustainable development, leaving attendees inspired to apply their knowledge for progress.

Diving deep into the world of scholarly publishing! Leyte Normal University joined the JOURNAL TYPESETTING AND ONLINE JOURNAL SYSTEM WORKSHOP in Cebu City last April 15-16, 2024. From LaTeX to OJS, we're equipped with the tools and insights to elevate journal publications at Leyte Normal University.
The workshop unfolded over two intensive days, with parallel sessions offering immersive discussions on crucial aspects of journal publication. Our mornings were dedicated to delving into the intricacies of journal typesetting using tools like LaTeX and Adobe Illustrator. Led by knowledgeable resource speakers such as Mr. Tamar Mejia, Jr. and Ms. Chanine Sevilla, these sessions provided invaluable insights into crafting visually engaging and academically rigorous publications.
The culmination of the workshop saw participants actively engaging in hands-on exercises, simulating the entire OJS workflow from article submission to publication. Through this immersive experience, we gained a deeper understanding of the system’s functionalities and learned best practices to streamline journal management processes.

At the Government Center in Candahug, Palo Leyte, the Leyte Normal University (LNU) Research, Innovation, and Community Hub broke ground. This hub epitomizes a nexus where creativity, knowledge, and collaboration converge to propel innovation and nurture community growth. Its significance lies in its potential to ignite positive change, offering resources and opportunities to local residents and budding researchers alike.
Meanwhile, in Brgy 50-A, Tacloban City, Leyte, the groundwork commenced for the LNU Research, Ethics, and Laboratory Center. This facility promises to elevate ethical research standards and furnish cutting-edge laboratory amenities for scientific inquiry. It underscores our unwavering dedication to research excellence and educational advancement, poised to catalyze groundbreaking discoveries across various domains.
Lastly, the inauguration of the "Youngfield Site Development and Integrated Learning School" in Brgy 49, Tacloban City, Leyte, signals the commencement of a holistic educational initiative for our youth. Recognizing the imperative of integrated learning and sustainable progress, this endeavor aims to mold tomorrow's leaders. By investing in academic infrastructure and pioneering pedagogical approaches, we are nurturing a brighter future for future generations.

STATE OF THE UNIVERSITY ADDRESS
Dr. Evelyn B. Aguirre, the fourth president of Leyte Normal University (LNU), delivered her State of the University Address on March 7, 2024, at HRDC Alba Hall. This marked a historic moment as Dr. Aguirre became the first LNU president to give a State of the University Address. Themed "Navigating Excellence: The Leyte Normal University Journey," her address underscored the institution’s ongoing commitment to academic excellence, operational agility, and research innovation, which have firmly established LNU as a leader in scholarly advancement.
Dr. Aguirre highlighted the university’s progress toward its 10 Strategic Goals for 2022-2026, celebrating key achievements such as LNU's inclusion in the 2023 World University Rankings for Innovation (WURI), where it ranked 96th among the Global Top 100 Innovative Universities. Additionally, LNU achieved a ranking of 601–800 in the 2023 Times Higher Education Impact Rankings. These accomplishments align with the university’s vision of becoming a globally recognized institution in education, management, arts, and sciences, committed to inclusive growth and societal sustainability.
Looking ahead, Dr. Aguirre outlined the university’s strategic goals, emphasizing her transformative vision for the institution’s future. She reinforced LNU's aspiration to strengthen its global standing and leadership in higher education.
The event featured distinguished speakers including Dr. Maximo C. Aljibe, CHED Director of Regional Office VIII; Hon. Victor Cañezo Jr., President of Biliran Province State University and PASUC 8; Ms. Maria Lumen Tabao, representative of the Tacloban City Mayor’s Office and LNU Alumni Regent; and Atty. IP Writeshop and Orientation on IP forms (COE)
The AV Studio Hall was a buzz with anticipation as participants gathered for the Writeshop on Intellectual Property Forms, a crucial event aimed at untangling the complexities of intellectual property (IP) rights. Under the visionary leadership of Ms. Ma. Chrischelle F. Bullecer, the IPO General Manager, and organized by the Intellectual Property Office, this event on February 28, 2024, marked a significant milestone in fostering a culture of innovation and knowledge dissemination for the faculty and students of the College of Education. Dr. Lina G. Fabian, Vice President of the Office of Research, Innovation and Extension, set the stage with an opening message emphasizing the importance of IP rights in driving innovation and economic growth. Esteemed speakers like Mr. Romeo Jason L. Padulla and Ms. Ma. Chrischelle F. Bullecer provided comprehensive insights into IP forms and patent searching tools, while Mr. Jefferson E. Flores demystified utility model applications. Dr. Jonas P. RESEARCH PAGEANT 2024
During the 2024 Research Pageant at HRDC Alba Hall on February 28, two research studies from the College of Education (COE) and one from the College of Arts and Sciences (CAS) secured the top 3 spots for the Best Undergraduate Research Award. Among them, a COE paper titled "Peer Cheating to Peer Learning" and another titled "Animal Characterization and Mental Health Issues Portrayal in Trish Hammond’s Selected Picture Books" impressed the judges, as did a research study from CAS titled "GeNER: Generative Nexus of Education Resource Assistance for LNU".
For the Graduate category, three (3) representations form both the Masters and Doctoral Programs presented their scholarly works and automatically secured the top 3 spots.
Dr. Lina G. Fabian, Vice President for Research, Innovation, and Extension, emphasized the event's purpose to showcase academic excellence, celebrating the university's commitment to knowledge and innovation. The winners expressed their fulfillment and honor in being recognized, with the top 3 papers set to be honored at the Dayaw Awards on March 9 under the theme "Forward Horizons: Pioneering Paths, Shaping Tomorrows."

ARTICLE REVISION AND FINALIZATION FOR PUBLICATION IN LNU JOURNAL OF EDUCATION SOCIETY(JES)
The JES Publication Writeshop convened on February 15-16, 2024, marking a significant milestone in the academic journey. With a focus on "Article Revision and Finalization," the event aimed to equip participants with the tools and strategies necessary to refine their manuscripts for publication. Over the course of two days, authors engaged in dynamic sessions led by esteemed experts Dr. las Johansen Caluza and Dr. Leoncio Olobia, delving into topics ranging from initial drafting to navigating the peer review process.
The 2-day Writeshop served as a catalyst for scholarly growth and development. 2024 National Research & Development Call Conference - Visayas Cluster
Researchers and stakeholders from across the Visayas gathered at Marco Polo Plaza Cebu to prepare for the 2026 Call for Proposals for the DOST and Council Grants In Aid Program. They are equipped to generate high-impact proposals that would address critical challenges, facilitate effective transfer of technologies, and contribute significantly to our industries and communities.
From the speech of DOST Secretary Renato Solidum during the CY 2024 Research and Development Call Conference, around P11.5 billion worth of budget from the Department of Science and Technology (DOST) went to research and development activities from the year 2016 to 2022 and hopes to support more projects and proposals in the coming years.
Solidum in his speech, as delivered by DOST Undersecretary Sancho Mabborang, said through this funding, they have provided significant support to a number of universities and institutions in the Visayas. The DOST-GIA program aims to harness the country's scientific and technological capabilities to spur and attain sustainable economic growth and development.
The conference, was attended by the LNU delegation, headed by the Executive Director of the Office of Research and Innovation.
