MSD Proposals and Finance

Staff

MSD is a complex R&D division with ~$54M in annual funding, 50+ Principal Investigators (PIs), and approximately 19 projects. The MSD Finance group provides assistance with proposals/pre-award, as well as post-award funding, spend planning, cost and reporting management.

Proposals and Pre-award

Assistance with proposals (DOE, SPP (work for others), ESA LDRDs), and pre-award budget estimates: If you are planning to submit a proposal, please contact Teresa Calarco or Tracy Hou as soon as possible. We will discuss with you the proposal deadlines, sponsor requirements, budget needs, LBNL and sponsor forms, etc.

ESA LIMITED SUBISSION FUNDING OPPORTUNITIES

This website provides guidance, application details, and timelines for the Energy Sciences Area's (ESA) limited submission funding opportunities process. The majority of ESA's funding comes through Basic Energy Sciences (BES) within DOE's Office of Science and therefore most of the funding opportunities coordinated through the website will be from BES.

ENERGY SCIENCES AREA LABORATORY DIRECTED RESEARCH AND DEVELOPMENT (LDRD)

LDRD projects represent the only flexible resources at the Lab's disposal, and a limited number of awards are made to the most creative, innovative science that is not an extension or expansion of an existing project, and that aligns with Berkeley Lab's mission and MSD's science priorities.

Energy Sciences Area Leadership holds a LDRD Workshop in January/February where PIs present their LDRD ideas in 2-3 slides (~5 minutes) to a Review Panel of LBNL PIs. The Review Panel's feedback helps to down-select and encourage a strategic subset of revised, high-impact proposal ideas for formal submission by the early March deadline by the Energy Sciences ALD. Check the ESA LDRD website for additional information specific to the current funding cycle.

If you are encouraged to submit a proposal, please contact Teresa Calarco. She will help you to develop your budget and answer any questions you may have about the process.

DEPARTMENT OF ENERGY (DOE) FIELD WORK PROPOSAL (FWP)

DOE O 412.1A - Work Authorization System

Field Work Proposals are submitted each year for each DOE-funded project at the Lab. In general, when the Lab is asked for an “FWP” that means the two page document (sample at link above) with basic proposal information, a short abstract (1333 characters max), and high level budget and staffing requests.

When the Laboratory is a partner on a DOE proposal submitted by another Lab or university, DOE often funds the Lab directly and a FWP is required at the time of proposal submission (see DOE Funding Opportunities).

DEPARTMENT OF ENERGY (DOE) FUNDING OPPORTUNITIES (FOA)

Open calls (to universities, private industry, DOE Labs) are issued as Funding Opportunity Announcements (FOAs). To review current FOAs, please select either DOE or BES.

ARPA-E:  The Advanced Research Projects Agency-Energy (ARPA-E) advances high-potential, high-impact energy technologies that are too early for private-sector investment. ARPA-E projects have the potential to radically improve U.S. economic security, national security, and environmental well-being. ARPA-E empowers America’s energy researchers with funding, technical assistance, and market readiness.  The best way to stay up-to-date on the latest Funding Opportunities is by signing up for ARPA-E’s newsletter. In addition to receiving monthly ARPA-E updates, you will receive emails whenever new Funding Opportunities are announced.

BES: The Office of Science posts Opportunity Announcements for the DOE National Laboratories on their website in the funding opportunities section.

EERE: The Office of Energy Efficiency and Renewable Energy (EERE) works with business, industry, universities, and others to increase the use of renewable energy and energy efficiency technologies. One way EERE encourages the growth of these technologies is by offering financial assistance opportunities for their development and demonstration.
