Beginnings of Westward Expansion.

1787 Ordinance established a government for the Northwest Territory

• Outlined the process for admitting a new state in to the Union:

  1. Appointed a governor for a newly established territory.

  2. When the population reached 5,000, the residents could elect their own assembly.

  3. When 60,000 free settlers resided in a territory, they could create a constitution and petition for full statehood.

  4. New states must provide public education, maintain civil liberties (trial by jury and freedom of religion) and that slavery would not be allowed
