HIDOE is committed to engaging with parents, families, and communities of English Lerners (EL).
Title III funds may be used for family and parent engagement activities to increase parent participation in school. However, Title III funds may not be used to meet federally-required activities for EL parents. Federal law requires that schools and districts effectively communicate with all parents and guardians, that speak a language other than English (ESEA, Sec. 3122 (c)). Title I of the ESSA, also requires LEAs to conduct effective outreach to parents of ELs, including regular parent meetings (Sec. 1112(e)(3)(c)).
Schools and complex areas must, at minimum, hold two state-funded EL parent/family meetings to be in compliance with this requirement and must also engage families in a language they understand.
Beyond the two (2) required parent meetings and translations for families, Title III family engagement activities include:
Workshops or trainings for parents, through external providers such as PREL or PACT
Resources for parents acquiring language such as Rosetta Stone
English classes for parents, provided by complex area or external provider
College visits with EL families
