The annual United States Department of Education (USED) Title III grant awarded to HIDOE serves to enhance the statewide EL Program by providing funding for supplemental support activities for EL students and their families. Title III works in tandem with EL Program guidelines in order to support EL students in attaining English language proficiency and meeting challenging state standards.
HIDOE receives approximately $3.8 million annually in Title III funds. These funds are allocated to state office, 15 complex areas, schools, and the Public Charter School Commission (PCSC).
Title III funds must be used to supplement and must not supplant state or federally-required activities. Title III requires subgrantees must comply with the State’s civil rights obligations prior to utilizing Title III funds to provide ELs with additional language supports.
