• The Federal Communications Commission (FCC) launched a top-to-bottom review of the federal E-Rate Program through a combined Notice of Proposed Rulemaking and Further Notice of Proposed Rulemaking (FCC-26-41). 

• Key Aspects of the NPRM

Future and Scope: The FCC is asking whether the 30-year-old program should be narrowed, reoriented, limited, or sunsetted given that most schools and libraries now have widespread broadband connectivity. 

Screen Time and Safety: The review examines student screen time during school hours and reevaluating the interpretation of the Children's Internet Protection Act (CIPA) to increase online safety controls. 

Funding Adjustments: Proposals question ending support for Head Start and pre-kindergarten programs, reducing allocations for affluent communities, and altering special construction projects. 

Program Integrity (FNPRM): The action proposes stricter oversight over consultants—including a strict ban on percentage-based fee arrangements—and streamlining general administration.
