  • Erate Update

    • With Kristin VanStrien’s retirement, IU1 is no longer able to support district erate submissions. To support our own erate submission, IU1 has contracted with Lorrie Germann from Education Plus, LLC, to handle erate submissions for the IU1 RWAN only. Lorrie has over 27 years of experience as a district technology coordinator, educational technology consultant, and is currently the State Erate Coordinator for the Ohio Department of Education where she has served in this role for over 14 years providing erate technical assistance, filing erate applications, and providing erate trainings to schools.   • Legal Update from Mark Walz

    • Accessibility

        • Dept. of Justice gives new guidance on website accessibility in April 2022 for all public or state/government agencies requiring accessibility (goal is 90% accessibility according to Mark W.)

        • Web Content Accessibility Guidelines 2.0 - schools must meet these guidelines as part of Title II and IV

        • WAVE Accessibility Tool - to test a webpage for free

        • Issues with websites include:

            • Poor Color Contrast

            • Use of Color alone to give information

            • Lack of alternative text on images - visually impaired must be able to use a screen reader that reads words that describe the pictures

            • No caption on videos - all videos must be captioned

            • Inaccessible online forms - all PDF forms must be text rich and not images

            • Labels that screen readers can convey to users

            • Lack of keyboard navigation

        • In addition to websites, you must also make the following accessible:

              • LMS

              • social media - must caption videos on Twitter, Instagram, Youtube, etc.

              • Infographics and flyers

              • live streams (including board meetings) - must be captioned

    • Copyright

        • Example: A student posts a Boomerang video from PROM. The school decides to retweet the video. The retweet is ok. But, our Twitter feed also posts directly to our website. Now we have posted a video we didn't take on our website and it is a copyright violation unless we have permission from the student to post the video on the website. We would also need teacher permission to post their social media videos as well.

        • We also violate copyright by posting a screen shot of someone's social media and embed it in our Twitter account which then also displays on our website.

    • Right to Know

        • Three part balance test to determine whether sufficiently specific

            • Subject Matter Requested

            • Scope of documents sought

            • Timeframe related to the records

            • Example: Finite timeframe and Finite email addresses but no subject matter specific - Mark shared that is has been upheld with an example of requesting records from all administrators between 9/1/2022 and 11/1/2022 or even up to 100 employees records for a specific timeframe (neither having a specific subject matter)

            • Mark's recommendation is an email retention policy of 3 years.

        • Example RTK request: All correspondence to and from all electronic devices, social media platforms both private and government owned, controlled or used by the Pittstown Area School District's faculty, board members, administrations, directors for a period of time 9/1/2021 - 11/23/2022. Regarding Critical Race Theory and Social Emotional Learning.

            • Text messages, Slack, and Microsoft Teams must also be produced if they are still available

        • Right to Know also includes social media feeds, even ones that are not managed by the organization. All social media content is considered public.

            • Even if you do not maintain the social media feeds of board members and faculty, you must show you made an effort to reach out to have them send you anything they have posted personally.

            • If a teacher posts about school on their social media it becomes part of the Right to Know

  • Resource Spotlight: The Privacy Technical Assistance Center (PTAC) working with the U.S. Department of Education’s Family Policy Compliance office developed a checklist document that provides a framework for evaluating online educational tools' Terms of Service Agreements. This document is intended to assist users in understanding how a given online service or app will collect, use and/or transmit user information so that they can then decide whether or not to sign up.

  • On April 26, CoSN (The Consortium for School Networking) released the findings of their annual The State of EdTech District Leadership survey.
