ERate Updates
October 30 funding deadline; after October 30, migrating BEAR funding into EPIC; there will be a new BEAR system that will look like ECF system; inquires will also be sent in EPIC
October 31 - Nov 6 EPIC will be taken down for updates; cannot file anything during that week
10% Internet ineligible usage safe harbor (example: adult ed provided after school hours using your internet can now fall under the 10% threshold)
Catagory 2 - no longer have to do a cost allocation for equipment being used by administration only
Data network cabling - everything is eligible to connect; cannot have a voice network eligible for erate
Further notice of proposed rule making - getting rid of extra erate forms; transition of services during mid-year from one network to another; mid-year bandwidth increases; restarting bids;
US Dept of Agriculture - national school lunch program; proposed to lower threshold to qualify as it was 40% to qualify for free and reduced lunch; passed the last week of September and now qualify for CEP lowered to 25% and can group all schools together for this final number; this will increase your erate percentages by jumping from 60% to 80% reimbursements; Schools may be able to jump in mid-year (Oct 24-first week of January can be updated during this time for funding year 2024)
Learning without Limits Funding Opportunity being proposed (not sure yet if they will be eligible for 2024)
Not currently in erate but support cybersecurity and advanced firewalls
Hotspot Lending for Schools where libraries can lend out hotspots to teachers and students; proposed to go under erate but getting push back by legislation
School Bus WiFi; proposed to go under erate but getting push back by legistlation
Politically it is difficult to continue to add services to erate as the funding to support is lacking; political focus right now is net neutrality
