Lakesville is a fictional city in central Florida built around a brackish lake that flows out into the Atlantic Ocean. Lake Lakesville is encircled by buildings: a large tower as wide as it is tall to the north and a ring of motel-esque apartments to the south. The stream connecting Lake Lakesville to the Atlantic is a treacherous journey that few would actually take, so it did not become a major trade waterway. However, smugglers have used it for years, making a select few people in the town comfortably wealthy.
Lakesville is only really known for the occasional famous person it churns out, most recently award-winning actor Peter Cherry and President Emile Jobber. These two native sons have drawn the attention of big business to the town, with the KC Corporation looking to invest in and around Lakesville. CEO Ken Christansen gets word of the dwindling smuggling ring, looking to profit from it but the smugglers refuse to let him in on the scheme.
As the series begins, Cherry is back in Lakesville filming content for online publications. President Jobber is prepping for reelection, talking up his small-town roots. Christansen is desperate for hard evidence to incriminate the smugglers, bringing in private investigator Carl Dutch to get it. Through all of that, young Billy Levi has to keep his surrogate father and smuggler Sid out of trouble, as well as try to win over his crush Stella from the arms of Cherry.
