Target Audience

This programme is available to all middle leaders across Wales who have areas of responsibility and/or line management of staff.

Phase

Middle Leaders in all schools.

Language of Delivery

All activities undertaken as part of this programme will be delivered in Welsh, English or bilingually.

The delivery of the middle leader programme includes mentoring, peer support networks and an individual leadership standards self-review.

Program outline.

This programme is part of an ongoing and sequential development process that matches the professional learning pathway and will build upon the skills and knowledge of an individual’s prior professional learning. There are core modules (5 days equivalent) that allow the participant to develop the knowledge, skills and understanding to become an effective school leader along with subsequent opportunity to engage effectively with bespoke/ specialised modules directly related to their areas of responsibility.

National Senior Leader Development Programme

Delivery method

National Development Programme with Online seminars, workshops, Facilitated Peer Support Networks and an individual leadership standards self-review

1 year (January 2021 – December 2021)

Target Audience

This programme is for leaders who have overall responsibility for an aspect of leadership across an establishment. This includes senior curriculum/pastoral leaders and members of a senior leadership team, such as assistant or deputy headteachers.

Language of Delivery

All activities undertaken as part of this programme will be delivered in Welsh, English or bilingually.

Program format.

This programme is part of an ongoing and sequential development process that matches the professional learning pathway and will build upon the skills and knowledge of an individual’s prior professional learning. There are core modules (5 days equivalent)

Program outline.

The programme is delivered by the regional consortia and their partners which includes Local Authorities and Higher Education.

This development programme will consist of:

o Module 1 Values and Dispositions, Self-Reflection

o Module 2 Working With Others

o Module 3 Coaching and Mentoring

o Module 4 Pedagogy.

o Module 5 Collaboration

National Aspiring Headteacher Programme - Preparing for NPQH

Delivery method

National Development Programme with online seminars, workshops and Facilitated Peer Support Networks.

Target Audience

This programme will be available to all experienced school leaders who believe that they demonstrate attainment against the Professional Standards for Teaching & Leadership and for whom headship is a realistic next step.

Program format.

This programme is part of an ongoing and sequential development process that matches the professional learning pathway and will build upon the skills and knowledge of an individual’s prior professional learning. There are core modules (5 days equivalent)

The programme will enable participants to reflect on their own professional practice and to ensure they are well prepared when applying to undertake formal assessment for the National Professional Qualification for Headteachers (NPQH).

National Professional Qualification for Headteachers - NPQH

Delivery method

National Assessment Only Programme to assess candidates for the award of NPQH.

Duration

1 term (October 2020 – February 2021)

Target Audience

The NPQH (Assessment Only) is specifically for practitioners who are actively seeking headship as their next post (within the next 12 months).

Support of Leadership Coach to prepare for assessment. Attendance at Assessment Centre for ½ day Assessment February 2021.

Program outline.

Successful applicants who are endorsed by their LA Endorsement Panel will be allocated a Leadership Coach and Peer Support Network to prepare for assessment.

National Newly Appointed Headteacher Programme

Delivery method

National Development Programme with Online seminars, workshops and Facilitated Peer Support Networks.

Duration 2 years (September 2020 – July 2022)

Target Audience

All newly appointed Headteachers or Acting Headteachers (expected to be in post for 2 terms). It is an expectation that ALL new Headteachers in Wales will participate in this programme.

Program outline.

The programme is structured in three phases:

Phase 1: pre-programme work including a formal handover and an individual ‘self analysis’ against the Formal Leadership Standards.

Phase 2: Year 1 of headship. This will consist of a five-day development programme focusing on gaining the local information they need, and the knowledge and skills required to develop their school as a learning organisation.

Phase 3: Year 2 of headship. This is one day where participants will share with colleagues a particular aspect of school improvement they have undertaken and also how they are building capacity within their schools.

Experienced Headteacher Programme

Delivery method

The programme will provide each participant with personally tailored challenges and support; time to discuss ideas, theories and leadership tools; and the opportunity to benefit from, and to help others successfully fill the role.

Target Audience

This programme is for experienced headteachers who wish to further develop their existing practice.

Phase

All schools including PRU

Language of Delivery

All activities undertaken as part of this programme will be delivered in Welsh, English or bilingually.

Program format.

  • Completion of 360° leadership review and feedback

  • Bespoke modules delivered in residential at central Wales venues with cohorts consisting of Headteachers from all four regions

  • Each participant is allocated a Leadership Coach and is required to work collaboratively as part of a Community of Practice (a group of experienced headteachers who share a common purpose).

Program outline.

The programme is structured in four phases over two years:

  • Phase 1: National Application process

  • Phase 2: Completion of 360° leadership review and feedback

  • Phase 3: Core Programme. This will consist of 4 days development over 2 residential periods, focusing on leadership review and managing change as part of the transformational reform journey

  • Phase 4: Active participation through Communities of Practice in a minimum of two additional modules

System Leader Opportunities

Delivery method

All National Development Programmes are delivered, facilitated and supported by school leaders across the system. Opportunities to fulfil these roles are available to school based practitioners. Training and release costs are provided for these roles.

Duration

These opportunities are of varied duration dependent upon the role.

Target Audience

Practitioners who wish to further develop their existing skills and practice in roles supporting the system beyond their own school. Opportunities are available to practitioners with varied levels of expertise.

System Leaders will receive training for the specific role which they will undertake.
