Abstract: A very significant amount of literature is present regarding the themes of a Circular Economy and Municipal Solid Waste Management systems across the globe. The researcher identified a gap within the location explored in this study: Allegheny County, Pennsylvania. The researcher intended to interview important community leaders from 15 randomly selected municipalities in the county and use online resources for additional information. No interviews were conducted in the end, but the researcher used coded quotes from municipal websites to perform a content analysis on adherence to different Circular Economy themes. The main findings of the study were that plastic, glass, paper, and metal recycling was common for most municipalities, composting is in great lack, and hazardous waste is dealt with moderately. Recycling is nevertheless inefficient for reasons such as lack of convenience and the use of non-recyclable wastes. The composting lack is similar to that of the rest of the United States, and external partnerships may be successful especially for low income communities. The researcher’s findings implicate the combination of both qualitative and quantitative research to create significant conclusions on MSWM, governmental help and enforcement of laws, and citizen willingness to be sustainable.
