Screen all students to identify those at risk for potential mathematics difficulties and provide interventions to students identified as at risk.
"The single-component approaches with the best ability to predict students’ subsequent mathematics performance include screening measures of students’ knowledge of magnitude comparison and/or strategic counting." (https://ies.ed.gov/ncee/wwc/Docs/PracticeGuide/rti_math_pg_042109.pdf)
Possible screeners to consider:
FAST EarlyMath
Number Sense Screener (Jordan & Dyson)
Acadiance
Number Fly

If the Kindergarten or Grade 1 student is flagged by the screener, begin a researched-based set of lessons teaching number and operations using a developmental progression (Recommendation 1, IES Guide), such as Number Sense Intervention.

Progress monitoring measures in the primary grades typically reflect aspects of number sense, including strategic counting, numeral identification, and magnitude comparison.
Use a valid and reliable progress monitoring measure. This training is recommended: Best Practices in Math Progress Monitoring.

In some cases, you might need to gather more information about your student during or after intervention.
